Result of Service The consultant will undertake an external quality assessment of the OIOS inspection and evaluation function, objective of which is to provide an independent review of whether the OIOS inspection and evaluation function is working in the manner expected, efficiently and effectively, and in accordance with the OIOS mandate, United Nations regulatory framework and applicable professional norms and standards.

Duties and Responsibilities The Office of Internal Oversight Services (OIOS) is an independent office reporting to the Secretary- General and to the General Assembly. The Inspection and Evaluation Division (IED) is responsible for performing the OIOS inspection and evaluation function, the objective of which is to strengthen relevance, efficiency, effectiveness, and impact in the implementation of programmes and legislative mandates of the Organization and improve decision-making, accountability, and learning.

In accordance with the Terms of Reference for an External Quality Assessment of the OIOS Inspection and Evaluation Function (dated June 2023 and available on the OIOS website), the consultants will report to the Office of the Under-Secretary-General of Internal Oversight Services (OUSG/OIOS) in New York. The consultant will form part of an assessment team comprised of two or more qualified individuals who have significant experience and recognized credentials in the professional practice of evaluation and the external quality assessment process in multilateral organizations. Due regard will be paid to gender and geographic diversity in selecting the external assessment team.

The consultant will be responsible for the following duties:

a) Assess OIOS compliance with the norms and standards for evaluation in the United Nations system issued by UNEG.

b) Evaluate the efficiency and effectiveness with which IED carries out its functions as set out in, among others, General Assembly resolutions 48/218 B, 54/244, 59/272, 69/253, and 74/257, and Secretary-General's Bulletins ST/SGB/273; and ST/SGB/2018/3.

c) Identify opportunities to enhance management of IED resources and work processes.

Qualifications/special skills Academic Qualifications: An advanced university degree (Master's degree or equivalent degree) in Evaluation, Political Science, International Affairs, Social Sciences, Law, Business Administration, Public Administration or a related field is required. At least 10 years of relevant professional experience in leading evaluation functions in multilateral organizations. This can include former staff from evaluation offices represented at UNEG and/or external experts with experience in the conduct of reviews of compliance with UNEG norms and standards. Due regard will be paid to gender and geographic diversity in selecting the external assessment team.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
