UNICEF's supply and logistics headquarters - Supply Division - is located in Copenhagen, which is also home to the largest humanitarian warehouse in the world. Supporting child survival and development programmes around the world, UNICEF-procured supplies are critical in providing for children’s health, education and protecting them from abuse, exploitation, and neglect. UNICEF Supply Division procures and supplies over 5,000 products to address the needs of children. Among these, vaccines represent an increasing share of the overall procurement.

The Vaccine Centre is responsible for the vaccine supply operations, including strategic market intelligence, contracting, procurement, delivery, innovation and analysis of product groups and procurement strategies. To support a growing portfolio of vaccines procured in an increasingly complex environment, both in terms of markets and partner engagement, the Vaccine Centre requires a well-informed planning, coordination, and reporting function, with robust processes.

Objectives The purpose of this consultancy is to support the Partnerships and Planning Unit (PPU) with evidence generation and the development of analyses, as well as documentation of strategic reporting processes.

The consultant will work in close collaboration with business units involved with the procurement of vaccines and vaccine-related supplies, the Monitoring and Strategic Data and Evidence Centre and interact with UNICEF country offices and regional offices, as relevant. The consultant will report to the Partnerships Manager and work in collaboration with the Planning Specialist in PPU.

Scope of Work:

1. Support the vaccine allocation processes - Undertake an analysis of past country allocations, procurement, and delivery, focusing on identifying trends and lessons learned. - Support the review of the future allocations with quantitative analysis, and qualitative information from Vaccine Center Business Units, other centres in Supply Division and UNICEF regional and country offices. - Undertake a review of timing of issuance of approvals and revision of vaccine approval documents.

2. Documentation of reporting processes - Develop detailed reference guides for the generation of key donor reports (annual reports, monthly reports and half-yearly reports).

3. Development of other analyses - Undertake an analysis of timing of country payments against deadlines - Support the development of country profiles

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Business Administration, Public Health / Procurement, Development, (Health) Economics, or in another relevant discipline. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • At least 5 years work experience in data analysis/managing data sets including conducting analysis of health and immunization data at country, regional or global level;
  • Advanced knowledge of MS Excel and Power BI;
  • Experience with health products forecasting and demand quantification
  • Experience with developing standard operating procedures, guidance documents or reference guides.
  • Knowledge of vaccine supply and procurement processes is an asset;
  • Excellent command of English, both written and spoken; knowledge of other languages (e.g. French) an asset;
  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships with both headquarters and field staff.

EVALUATION PROCESS:

Qualified candidates/companies are requested to submit:

  2. Financial quote at a daily rate in US Dollars including all taxes
  3. Highest Education Degree (scanned copy)
  4. UN P11
  5. Examples of previous, relevant work
  6. At least 3 References from previous direct Supervisors ( email and phone contact if applicable)

UNICEF considers best value for money as a criteria for evaluating potential candidates. As a general principle, the fees payable to a consultant or individual contractor follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Please note that consultants and individual contractors are responsible for assuming costs for obtaining visas and travel insurance.

Applications that meet minimum requirements will be assessed by the following breakdown: 70% Technical Proposal / 30% Financial Proposal.
