Purpose of Activity/Assignment:

TRVST is evolving from a Trial Phase to an Operational Phase. In order to proceed to this next stage, it is critical that the TRVST develop and implement a set of operational and procedural documents that support the IT technical and legal aspects of the Operational Phase. These operational documents are at the core of the TRVST and include, but are not limited to, the Information Sharing Protocol / Matrix, the Data Breach Protocol, the Authorized User Procedure and the Notification and Alert Procedure.

To move into the next phase of deployment it will also be necessary for all stakeholders to sign an Enterprise agreement with UNICEF governing their participation in the TRVST Operational Phase. This Enterprise Agreement will incorporate key operational documents by reference.

UNICEF as TRVST Org is therefore seeking to engage a consultant who will lead on the development and writing of the TRVST operational documents.

The specific objective of the assignment is to ensure that all key operational policies and procedures for the TRVST are developed and issued. Additionally, the consultant will assist the TRVST Project Director on routine internal coordination for TRVST activities.

BACKGROUND:

Worldwide COVID-19 vaccine distribution has demonstrated presence and ongoing risk of counterfeit vaccines, representing significant risks to the public health response and financial loss. The need for product quality verification and traceability extends beyond COVID-19 vaccines to all health products. Falsified vaccines and medicines cost low- and middle-income countries (LMICs) $30 billion/year and over $200 billion globally. Investments in verification and traceability can protect beneficiaries from counterfeit health products while strengthening digitally enabled supply chains for all public health use cases.

UNICEF together with other key stakeholders, including the Bill & Melinda Gates Foundation, GAVI, UNICEF, USAID, the Global Fund to Fight AIDS, Tuberculosis and Malaria, the regulatory authorities of Rwanda and Nigeria and the World Bank, established the Verification and Traceability Initiative (VTI). Vital Wave Inc. has been contracted as the Project Management Unit (PMU) to support the VTI. The VTI is a partnership that seeks to provide access to trusted health product data, and tools and resources, for medicines verification and traceability, through the establishment of a global digital repository (TRVST) of trusted health product information (pronounced “trust”). By doing so, it aims to accelerate country efforts to build health product verification and traceability capabilities.

UNICEF plays a vital role globally as the largest procurer of vaccines in the world; and also procures medicines, hygiene, health products and other essential supplies. At the regional and local levels, UNICEF contributes to response and recovery measures by providing health system strengthening support to national and regional governments, including efforts to optimize the digital health ecosystem. In this context, the VTI requested UNICEF to operate and manage the TRVST, in collaboration with the VTI membership. UNICEF executes its responsibilities in this regard through its Supply Division in Copenhagen.

The VTI has adopted a governance structure for the TRVST during its “incubation period” suited to an early sprint phase, but the VTI Steering Committee has identified a need to evolve to a more mature governance structure for the TRVST which reflect VTI, and key stakeholder needs and expectations. As the organization with responsibility for operating and managing the TRVST, UNICEF is seeking a consultant to support the development of a set of operational and procedural documents that support the IT technical and legal aspects of the TRVST operations.

DESCRIPTION OF ASSIGNMENT: The assignment entails supporting the implementation of the TRVST and specifically for writing an operational manual for the TRVST with key documents that will be incorporated by reference in the Enterprise Agreement between UNICEF as TRVST Org and participants in the TRVST. Additionally, the consultant will support the TRVST project director on UNICEF TRVST internal coordination.

To execute this assignment, the consultant will primarily work with UNICEF and various work streams of the Traceability Steering Committee and other relevant stakeholders such as National Regulatory Authorities, Ministries of Health etc. to complete this assignment. The consultant will report to the Supply Chain Manager, Digitalization and Traceability, Supply Chain Strengthening Centre, (SCSC) UNICEF Supply Division and perform the following:

1. Work closely with the TRVST legal advisor team and the TRVST service provider to develop TRVST operational documents covering the following key sections: o Data Breach Policy o Data governance framework o Finalization of Data Matrix for TRVST o Data sharing protocol o Information security procedure o Notification and Alert Procedure o Participant eligibility procedure o Personal data protection policy o API License o Any other section/document as deemed necessary by the TRVST Project Team

2. Support the planning and coordination of UNICEF TRVST Internal coordination meetings on bi-weekly basis. 3. Support the TRVST Project Director to prepare internal briefs for UNICEF senior leadership and general advocacy documents. 4. Technical input to the development and implementation of a governance model for TRVST. 5. Provision of support and technical input to the definition of terms and conditions for the discrete users of the systems and various partners/stakeholders. 6. Any other task as requested by the supervisor

Work Assignment Overview

Tasks/Milestone 1: Work closely with the TRVST legal advisor team and the TRVST service provider to develop TRVST operational documents covering the following key sections: Data Breach Policy, Data governance framework, Finalization of Data Matrix for TRVST, Data sharing protocol, Information security procedure, Notification and Alert Procedure, Participant eligibility procedure, Personal data protection policy, API License, and any other section/document as deemed necessary by the TRVST Project Team Deliverables/Outputs: TRVST operational documents to be incorporated by reference into the Enterprise Agreement. Timeline: 50 days

Tasks/Milestone 2: Support the planning and coordination of UNICEF TRVST Internal coordination meetings on bi-weekly basis. Timeline: 20 days Tasks/Milestone 3: Participating in technical discussions with stakeholders across UNICEF and with other TRVST stakeholders. Timeline: 10 days Deliverables/Outputs: Minutes, relevant documents and presentations from UNICEF TRVST internal coordination meetings and other key meetings are timely prepared and kept in adequate order for later refer.

Tasks/Milestone 4: Support the TRVST Project Director to prepare internal briefs for UNICEF senior leadership and general advocacy documents. Timeline: 10 days Tasks/Milestone 5: Development of TRVST technical briefs and summary status updates in coordination with Project Director. Timeline: 10 days Deliverables/Outputs: TRVST technical briefs and summary status updates for senior leadership and stakeholders prepared and submitted on time.

To qualify as an advocate for every child you will have…

  • Business administration, social sciences, international relations, information systems management, or relevant field is required. *A relevant first-level university degree in the above areas combined with relevant qualifying experience may be accepted in lieu of the advanced university degree.
  • Minimum three years of relevant professional experience in all or some of the following areas: product management, technology identification for supply chain, project management, implementation, and rollout of IT solutions. Proven skills in management and strategic thinking. Work experience within the UN or an international organization / NGO is preferred. Experience in implementation of traceability systems such as traceability and Verification System (TRVST) is an asset.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
