Result of Service

  1. A modular-based workshop curriculum on digital data management and data governance, contextualized for African countries.

  2. Conceptualize and support the organization substantively, of first and second national workshops, with coordination and support from respective national consultant(s), including completion of baseline studies of those two countries.

  3. Conceptualize and support the organization substantively, of third and fourth national workshops, with coordination and support from respective national consultant(s), including completion of baseline studies of those two countries.

  4. Synthesize a compendium of baseline studies of national data governance in Africa (4-6 countries).

  5. Draft four progress reports on tasks carried out in line with the work assignment objectives outlined above, delivered every six weeks. The reports should include details of any outreach, coordination efforts, research materials collated or produced, and written communication products.

Duties and Responsibilities

The Division for Public Institutions and Digital Government (DPIDG), a division of the United Nations Department of Economic and Social Affairs (UN DESA), provides secretariat support to the United Nations Programme in Public Administration established through a UN General Assembly resolution of 1953 and ECOSOC resolution of 24 May 1967. The mission of the Division is to assist the Member States of the United Nations to advance effective, accountable and inclusive governance and public institutions for sustainable development, including through innovation, digital government and digital transformation. Duties and responsibilities include:

• Produce a modular-based workshop curriculum on digital data management and data governance, contextualized for African countries, building on existing online training course on data governance (as part of UN DESA online training platform ), the UN DESA’s framework approach to data governance .

• Coordinate and support national consultants in Africa in conducting conduct baseline studies of national data governance in Africa (up to 4 countries) based on the UN DESA’s framework approach to data governance as well as a repository of relevant legislative information and cases studies on data governance and related matters (with reference to UN DESA’s Member State Questionnaires and Responses ). Relevant research activities and outputs are expected to be delivered by respective national consultant(s).

• Support in the substantive organization of up to four (4) multistakeholder workshops in selected project countries in Africa - including all substantive, logistical and administrative aspects;

• Provide research support and guidance to the project activities in related to the production of a compendium of baseline studies in Africa (4-6 countries), in study of data governance frameworks, a global study of data security, and baseline studies of target national data governance frameworks, project coordination with respective national consultants of target countries

• Provide other support as required on matters related to the project on data governance and data management, including its intersections with the 2030 Agenda and the Sustainable Development Goals.

Qualifications/special skills

University degree in public administration, development studies, political science, business administration or related field (an advanced level degree is desirable). • A minimum of ten years’ experience, including coordination, analytical and research-based work in public administration, data governance, ICTs for development or related areas. • Work experience with Government entities in at least one or more African countries is required. • Relevant field and/or work experience in conducting research and capacity development in the field of public administration, data governance, ICTs for development or related areas, is required. • Experience in organizational and administrative matters, including liaison with internal and external stakeholders, and support to senior officials is desirable.

Languages

Fluency in English is required. Knowledge of another official UN language is desirable.
