How can you make a difference?

UNICEF’s Division of Human Resources (DHR), under the direction of UNICEF management, developed a concept of new working modality, through which some positions will not require their incumbents to reside in and work from a pre-allocated duty station, and allow them to work from a range of elsewhere locations, such as home country. While the new working modality will remain within the bounds of, and compliant with, the Staff Regulations and Rules, as well as the framework of benefits and entitlements as defined by the International Civil Service Commission (ICSC), there will be some modifications and need for clarify on assignment, duty travel and other components for those who opt to take up this new modality.

HR Policy, Employee Relations, Compensation and Social Benefits team (PERCS) is in charge of HR policy conception, drafting and maintenance, and developed a concept paper which outlines how the new working modality will be administered, as well as how it will affect the benefits and entitlements. However, a new policy document needs to be developed, in coordination with ICT and HR administration colleagues, as a basis for implementing the various aspects of this new working modality.

The consultant will work directly with the HR Policy team in PERCS, and the Chief of section. The consultant is expected to develop the policy document, based on the existing concept paper, through discussion with the team and wider liaison/consultation with stakeholders to ensure smooth implementation of the policy. The document should be finalized and ready for implementation by Feb 2022, and the first draft ready for circulation by the end of Dec 2021.

1. Proposal and agreement on the main structure and contents of the document.

2. Drafting of the document, with thorough coordination with relevant stakeholders such as ICT Division and the Global Shared Service Center (GSSC) on implementation and system implications.

3. Consultation with stakeholders and assessment/ implementation of any comments received.

4. Drafting of any additional documents which complement the policy, such as annexes or templates, as necessary.

5. Finalization of the document.

Deliverables/Outputs:

The main deliverable is the finalized and implementable draft for UNICEF policy document on the new elsewhere working modality.

The policy must comply with United Nations Staff Regulations and Rules.

Timeline:

By 28 February 2022

Individual target timelines as in final TOR agreed to with selected candidate.

To qualify as an advocate for every child you will have…

  • An advanced university degree in Public Administration, Law, Human Resources or related fields
  • Excellent English Drafting Skills
  • Legal or HR Policy Drafting Experience
  • A minimum of 7 years of relevant professional experience with policy work, with knowledge of United Nations regulatory framework in Human Resources
  • Fluency in English is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
