According to UNAIDS DATA 2019, in Western and Central Africa, every day, approximately 160 young women aged 15–24 years become infected with HIV and adolescent girls 15 – 19 experienced 75% of new infections in this age group.

Côte d’Ivoire, with one of the larger epidemics in West Africa (national prevalence estimated at 2.9%), is intensifying its efforts to control HIV/AIDS. In 2021, the Ministry of Health had estimated 1636new HIV infections among adolescents and youth aged 15–24 years representing 43% of new infection (EPP SPECTRUM 2021). A recent national survey (CIPHIA 2017-2018) reported higher HIV prevalence of 0.6 for girls (15-19) and 1.2 for young women (20-24) compared to their counterpart male with xxx girls (15-19) and 1.3 for young men (20-24). According to the same source, the risk was even higher when they are engaged in commercial sex, or are MSM, drug users and in prison. Indeed, for the key populations, HIV prevalence is well above that of the general population : 11.4 percent among sex workers, 11.57 percent among men who have sex with men (MSM), 9.5 percent among drug users (DU), and 7.9 percent among prisoners.

How can you make a difference?

The digital tools consultant will lead the conceptualization, designing and development of Online Combined HIV prevention framework for most vulnerable adolescents and youth in the context of U- TEST. She/He will also build capacities of key stakeholders to appropriately implement the framework and utilize tools developed.

1. Literature review

  • Review existing UNICEF tools and mechanism to identify strengths, gaps and untapped opportunities
  • Review of non-UNICEF practices in the sector to collect best practices of the utilization of new technologies for HIV prevention information, education, and services

2. Develop an intervention framework to increase young people online access to combined HIV information and services that build on and complement the existing tools

  • Strengthen stakeholders’ capacities to develop IEC material for outreach activities
  • Develop a program model that build on the strength of the existing tools, leverage on existing best practices and address the gaps
  • Develop an M&E plan and tools aligned with the U- TEST project KPI
  • Propose a supply plan to operationalize the model
  • Propose 6 months roll out plan with key priority activities

3. Build capacities of stakeholders to implement the framework and utilize proposed tools.

  • Train key stakeholders to implement a successful online education session, including develop and utilize of adequate IEC materials
  • Build capacities of PNLS and UNICEF staff to operationalize and monitor the implementation of the framework

Work conditions: During the period of the contract, the consultant will be subject to the provisions in force at UNICEF relating to security, compliance with the rules, standards and procedures governing the personnel of the United Nations and UNICEF in particular.

To qualify as an advocate for every child you will have…

  • A master’s degree in public health, Sociology or Human sciences
  • Proven experience in Adolescents and Youth HIV and SRHR programming.
  • Experience working with Key Populations especially female sex workers, LGBTQ+, and MSM
  • Demonstrable knowledge on the use of digital platform for Adolescent and Youth HIV and SRHR programming
  • Ability to work independently and in a timely manner
  • Ability to contribute to a teamwork process and Share knowledge
  • Excellent presentation skills
  • Experience in provision of Technical Assistance to an organization or HIV, SRHR programme

All candidates are requested to submit:

  1. A technical proposal indicating how the work will be carried out (i.e., a work plan), including a chronogram of the activities, milestones, and procedures for report submission, review, and feedback from UNICEF to ensure that the time frame of 3 months is strictly followed.
  2. A financial proposal that includes all associated costs and expenses to carry out the consultancy (including travel, accommodation, and local transport) (1-2 pages)

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
