Result of Service The consultant will ultimately provide the following services:

- To increase Pilot country (Lebanon) preparedness to adopt and adapt blockchain to international trade. - Specific capacity building activities will be designed and tailored to the specific needs for Lebanon - The selection of the pilot country was made based on Two major criteria:

1- Political willingness and 2- Progress made in planning the use of blockchain in international trade.

Duties and Responsibilities Blockchain is quickly transforming the way data is stored and managed. The technology is considered to be an important aspect in several sectors, including cross-border trade and the global supply chain.

The objective of this assignment is to draft a concept note to analysis the local conditions of trade and logistics channels and assess the areas of possible application of blockchain technology to improve performance and enhance competitiveness.

The major outcome of this project is to assist Lebanon in developing a practical strategy to facilitate and promote the application of blockchain technology in international trade operations. Through a dedicated package of technical assistance activities, Lebanon will be able to undertake the required regulatory reforms to ease the process of digitalizing trade and to boost the role of SMEs in export promotion.

The proof of concept will cover among other the following initial components:

- A situation analysis of the current challenges facing trade in Lebanon - An overview of blockchain solutions for trade facilitation. - An identification of opportunities for using blockchain for solving some of the issues in the trade regime of the country. - A brief description of recommended projects to be implemented. - An overview of the challenges that may face implementing such interventions.

Qualifications/special skills A bachelor's degree in economics, business administration, technology or any other related field is required.

All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of ten years of experience in designing or applying technology to trade and trade development strategies is required. Previous work experience in Lebanon is desirable.

Languages Languages English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.

For this position, fluency in English and Arabic is required.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
