You have:
- At least a master's degree in one of the following fields is required: Social Sciences, Economics, Political Science, Education or another relevant technical field.
- A minimum of ten years of professional experience in public finance focusing on budgeting analysis in education section in developing country context.
- Fluency in English. Knowledge of Thai language is considered as an asset.
- Good understanding and/or direct experiences of Thai educational system, Thai budgetary process, and Thai government structure is considered as an asset.

How can you make a difference?
The Social Policy section, UNICEF Thailand Country Office (TCO) is seeking an individual consultant to provide technical assistance in developing the integrated equity-based budgeting framework for education.
Purpose of Assignment:
- Technical assistance on international best practices to support equitable budget for education to Equitable Education Fund (EEF) and EEF local consultant team for the development of the country’s first IEBBFE with mitigation plan for emergency response;
- Awareness raising to key partners to bring equity approach for educational budget allocation; and
- Technical advice throughout the development of IEBBF.
Work Assignment, Work Schedule and Deliverables:
Under the supervision of the Monitoring and Evaluation Specialist, the consultant will be responsible and work as supporting role with the local consultant team for the following assignments:
- Desk review on international best practices of equity-based budgeting on education.
- Desk review on international best practices for education budget plan under emergency.
- Providing technical advice to the key reports and documents prepared by local research team.
In consultation and collaboration with the UNICEF and relevant partners, the consultant will be responsible for ensuring the following activities have been undertaken as scheduled.

- Desk review report on international best practices of equity-based budgeting on education focusing on designing of per-pupil allocation formula, minimum unit cost approach for education services, and personal budget allocation strategy to increase equality with endorsement by EEF’s review committee.

2. Desk review on international best practices for education budget plan under emergency.
- Desk review report on international best practices for education budget plan under emergency with endorsement by EEF’s review committee.
-Online presentation of desk review on international best practices of equitable education budget and emergency plan to EEF’s review committee and related partners.

3. Providing technical advice to the key reports and documents prepared by local research team.
- Written notes of feedbacks and key suggestions for quality assurance of the inception report of EEF consultancy.
- Technical inputs to the draft IEBBF after online meetings (at least 5 times).
- Technical inputs to the draft IEBBF of the local consultant team.
