Background and Justification

The UNICEF ESARO WASH and Climate, Environment and Energy (CEE) Section intends to hold its Network meeting for WASH Chiefs and CEE focal points from 27th to 30th May 2024.

The WASH and CEE Network meeting contributes to the WASH and Climate Output 2 of the ROMP to enhance the capacities of Country Offices (CO) to accelerate progress towards SDG 6 targets as well as the Collaborative Climate Action for Children flagship programme. To strengthen the consensus on the emerging priorities and integrated programme approaches, the WASH and CEE Network meeting will require and include specifically targeted team-building facilitation. The aim will be to stimulate an appreciation of the ongoing programme requirements by the ESAR CO WASH and CEE leadership.

Team building exercises and facilitation will require expertise beyond UNICEF staff capacities and a short-term consultant is thus required to be engaged.

Scope of Work

The consultant will undertake the following tasks to achieve the objectives of the consultancy.

1. Entry meeting with UNICEF on the signing of a consultancy contract.

2. Familiarization of UNICEF WASH and CEE Programme in ESAR

Review of the report of the last Network meeting to ensure sufficient understanding of the meeting context.

3. Develop tools/packages and Facilitate team interaction and cohesion throughout the WASHNET meeting and Finance training

Make inputs to the finalization of the meeting and training agenda to ensure the agenda flows smoothly with a logical progression.

Develop/ adapt short sessions/energizers that will be interspersed during the meeting/training to sustain the engagement of participants.

Develop and facilitate one outdoor/indoor teambuilding session of half a day duration.

4. Monitor and gauge participants’ engagement and provide structured feedback to ESARO and the technical facilitators

Observe the meeting and training processes and provide near real-time feedback to technical facilitators.

Design and implement feedback and monitoring mechanisms with indicators to rate the achievement of the meeting and training objectives respectively.

Provide WASH and CEE Network Meeting report

The report will be a non-technical report but will cover the soft aspects of the events, and provide lessons learned in team building including recommendations.

The consultant can make value-added inputs into his technical proposal that will enhance the quality of his intervention in the workshop. These may include materials and specialized support staff, the cost of which must be commensurate with the level of inputs.

Work Plan

Entry meeting: 6-10 May

Development of Tools/Session Packages/Materials/Presentations including incorporation of UNICEF comments/feedback: 13-17 May

Facilitate team building sessions: 27-30 May.

Prepare meeting/training report including incorporation of UNICEF feedback: 3-7 June.

Final report approval: 10-14 June

Contract Closure: 17 June -6 July

Deliverables

Detailed materials and description of the teambuilding sessions including methodology. Final report on the meeting

All reports and materials presented by the consultant will have to be reviewed and approved by UNICEF before payment will be made.

The consultant is not expected to have any work relations with partners under this consultancy.

Deliverables and Schedule of Payment

All training materials, presentations, and reports are to be in English and be submitted in electronic copy. The meeting will be conducted in English.

Costing

The consultant is expected to make a financial proposal based on a daily rate for professional fees. The consultant will be responsible for the provision of all training materials, transportation, and DSA and should put this as a separate cost in the financial proposal.

Desired competencies, technical background, and experience

  1. Education: A master’s degree in social sciences or related field. A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

  2. Skills: The consultant must possess demonstrated skills in team building and change management and experienced in facilitating meetings and workshops. Excellent communication skills are required.

  3. Experience: A minimum of ten to twelve years of professional experience related to human resource development, hands-on change, and people management expertise. Experience in conducting similar assignments, particularly with UN agencies is highly desirable

Conditions

The consultant will be required to provide all material resources he/she may need to successfully undertake the assignment. Standard workshop materials such as flip charts, markers, conference room projector will be provided at the meeting venue.

The consultant will be required to work from his location for the preparation of material, presentations, and reports. UNICEF will not provide office space for the consultant.

The consultant will be required to provide all necessary materials and equipment required for all teambuilding and facilitation activities, including outdoor sessions.

If the WASH and CEE Network meeting may be canceled or adapted to an online event due to force majeure, UNICEF reserves the right not to proceed with this consultancy.

All deliverables will be reviewed by the UNICEF Supervisor of the consultancy and payment only be made on approval of deliverables.
