Background and Justification

In line with the UNICEF-wide roll-out of a Microsoft-based enterprise content management (ECM) approach implemented across ESARO, the ESARO PPM section SharePoint site was initially designed in 2019 along with other ESARO SharePoint sites. While still in existence, this site no longer meets the current needs due to two primary factors: elements of PPM work itself and the work’s broader context have since changed (e.g., change in global guidance and increased virtual work due to the COVID-19 pandemic); and the initial site design was developed at a time when utilization of and familiarity with the new version of SharePoint was significantly lower as compared to current utilization rates. The site now requires updates and additions to render it fit-for-purpose in the current working context. In addition, new colleagues have joined the team since the initial ECM roll-out and therefore staff capacity building is also needed to complement the available online SharePoint resources.

The SharePoint-related support needed exceeds the human resource capacity of the PPM section as currently staffed, and for some of the redesign elements, the involvement of a seasoned SharePoint designer will ensure the necessary work is completed in the most efficient and effective manner, laying an appropriate foundation for PPM-related work in the mid- and long-term. This consultancy will offer ESARO PPM the added technical expertise and capacity in SharePoint design, development, and support services needed to leverage UNICEF’s existing SharePoint resource. This will support results for children by maximizing the benefits of SharePoint across ESARO PPM functions, furthering programme effectiveness and knowledge management objectives.

ESARO PPM is therefore seeking a consultant to assist with designing, developing, and maintaining ESARO PPM SharePoint sites and those related to its functions, as well as building SharePoint-related staff capacity as needed in alignment with knowledge management priorities.

Scope of Work

  1. Goal and Objective

The consultant’s goal and objectives are to support redesigning, developing and maintaining ESARO PPM SharePoint sites and those related to PPM functions and building staff capacity related to SharePoint as needed.

  1. AWP Areas Covered

This assignment links to the ESARO PPM work plan Output 2 Activity 5, which is to regionalize the global Knowledge Management Strategy and support piloting in the region.

  1. Activities and Tasks

The consultancy activities take place in the context of a new global UNICEF strategy for KM. The assignment will support localization of the strategy in its entirety, some examples of these specific linkages include a focus on aligning KM with the country programme cycle and other business processes within UNICEF given that the site redesign will support embedding KM in the CPD development process; a focus on providing guidance on effective KM approaches offices can choose from to meet their needs given that the redesign will include the regional KM SharePoint content; and a focus on promoting digital workplace tools to support effective KM by ensuring user-friendly and relevant SharePoint content for ESARO and the region. The consultant’s workplan will include three activity/task areas as detailed below with related top-line descriptions.

  4. Work Relationships

The consultant will be under the supervision of the ESARO PPM Planning Specialist (KM) and interface with other ESARO PPM colleagues, including those within the data, monitoring and planning pillars, and as needed, the PPM section chief.

  1. Outputs/Deliverables

The assignment outputs are as follows:

  • ESARO PPM and PPM-related SharePoint sites updated according to the agreed standards and measures.
  • SharePoint-related ESARO staff capacity building support, such as virtual training sessions, as needed and agreed.
  • ESARO PPM SharePoint guide developed according to the agreed standards.

The timeline for the initiation and completion of the assignment and related stages is as detailed in the table below.

In terms of performance assessment, the consultant will be evaluated according to timeliness, achievement of the agreed goals and quality of work.

The below table contains indicative timelines that are negotiable pending agreement with the supervisor.

Desired competencies, technical background, and experience

  1. An Advanced University Degree is required; however, a first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  2. At least 5 years of work experience required, including at least 2 years of experience with designing, developing, and maintaining SharePoint sites. Familiarity with UNICEF’s work and the ESA region, as well as related experience with UNICEF SharePoint sites and governance approach, will be considered assets.
  3. Must exhibit the UNICEF Core Values of:

  4. Strong communication abilities, writing skills and attention to detail are required. Reliability, organization, and adherence to the agreed timeline are also necessary competencies. The candidate should also have a drive to achieve results for impact, the ability to think and act strategically and work collaboratively with others.
  5. Fluency in English is required. Knowledge of French and/or Portuguese will be considered an asset.

Administrative issues

Administrative issues will be discussed with the selected candidate and working hours are negotiable based on the candidate’s location; however, the consultant will need to be available for periodic virtual meetings with ESARO PPM colleagues during the Nairobi, Kenya, duty station work hours of 8:00 a.m. to 4:30 p.m. East African Time.

Conditions

  • Office space/equipment will not be provided.
  • As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 percent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.
  • Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
