The Recruitment Monitoring and Evaluation (RME) function in the Division of Human Resources (New York) is responsible for reviewing UNICEF recruitments on a post-facto basis to provide information and insights on organization-wide recruitment trends, highlight systemic and specific issues with regards to compliance with the Staff Selection Policy, identify best practice to strengthen global recruitment efforts and identify recruitment capacity needs and support efforts towards strengthening capacity building.

How can you make a difference?

The services of a consultant are required to support the function with review of technical content, writing reports, and knowledge management. Specifically, the consultancy will support the function with the following:

  • Preparing reports of post facto reviewed cases
  • Preparation of a PPT presentation(s)
  • Knowledge management

Summaries prepared in agreed upon format

The consultant will prepare short summaries of 9 post facto reviewed cases per day, 3 days per week.

A summary report is produced after 12 days’ review, at end of 4th week (i.e., 108 case summaries documented).

3 summary reports produced over the 12-week period (or 36 days).

Completion of each of the 3 summary reports, per agreed timeline and schedule, within the contractual period

last report to be produced by 3 October 2023

Review of technical content and drafting Quarterly Report Summaries

Provide technical support in consolidating material, drafting and editing reports, in agreed upon format.

Report content reviewed, provides a clear narrative and synthesis of observations, patterns and/or trends.

Up to a maximum 10 days, per agreed upon timelines/dates, within the contractual period.

Prepare Power point Presentation(s)

A Power Point Presentation is developed, with a quantitative analysis of key observations, including graphs and short narrative report of global findings

Additional short presentations to be developed, as needed.

Up to maximum 3 days in October, per agreed upon timeline, within the contractual period.

Up to additional 2 days, per agreed upon timeline.

Period: The consultancy will be remote based, from 5 July 2023 to 31 October 2023, for a maximum of 55 days, with deliverables as described above, and timelines to be agreed upon with the Supervisor.

For every child, you demonstrate:

UNICEF Core Values of Care, Respect, Integrity, Trust, Accountability, Sustainability (CRITAS).

For every child, you will have

An advanced university degree in Human Resources, Business Administration, Education, or a related field

At least 3 years of relevant work experience, including in the field of human resources.

Knowledge and understanding of human resources practices and principles. Experience in human resources in a UNICEF/UN context, including recruitment, considered assets.

Solid written communication and presentation skills are required; ability to articulate concepts clearly is essential.

Good analytical skills. Excellent skills in Excel and experience with pivot tables and data visualization required.

Proposal: Applicants are requested to submit a proposal. The technical proposal should elaborate on deliverable/timeline and provide references to similar assignments and attach a CV, outlining experience. The financial proposal should provide a lumpsum fee amount (including a daily rate in US dollars). The total fee must be all inclusive for this remote consultancy.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
