Background

The UNICEF Latin America and Caribbean Regional Office is based in in Panama, operating in 36 territories, including 24 country offices.

As COVID-19 and its variants, and other humanitarian crises have affected the Latin America & the Caribbean (LAC) region, Ministries of Education (MoEs) have started to close schools progressively at preschool, primary and secondary levels. While the length of school closures is still uncertain, an extended interruption of education can have serious consequences: children risk to fall far behind in their learning and those who were already vulnerable may never return to school. Moreover, closure of schools also entails the interruption of access to other important basic services provided by schools such as school feeding, health, water, sanitation, hygiene, recreational programs, extracurricular activities, as well as pedagogical and psychosocial support.

In addition, the Venezuelan refugee and migration crisis has led to the outflow of more than 6 million Venezuelans as of November 20211, an increase from 3.7 million in March 2019. The exodus of refugees and migrants from Venezuela is already the largest in the modern history of Latin America and the Caribbean. UNICEF LACRO is the grantee of the ECW facilitated Multi Year Resilience Programme (MYRP). The overall purpose of the MYRP is to ensure that Venezuelan refugee and migrant children and adolescents in the region, as well as children from host communities have improved access to inclusive and quality education and achieve learning outcomes. The MYRP seeks to do this through strengthening the capacity of the education system and education stakeholders at the national and regional level with specific actions to ensure inclusion of Venezuelan refugee and migrant children into national education systems through a regional component that supports country MYRPS in Colombia, Ecuador and Perú.

Purpose of the Assignment

Under the overall guidance of the Education Specialist for Migration, the purpose of this consultancy is to support the LACRO EiE team to have key information management and data products to facilitate programme implementation and strategy development, support advocacy and resource mobilization efforts and further highlight the impact of the Covid pandemic on school closures and the impact of the refugee and migration crisis for children. The consultant will develop key IM products by collecting updated information and data, supporting the development of data collection, analysis, and the dissemination of information through data visualization.

Specific Tasks

  • Undertake the development of a school reopening database and monitoring tool.
  • Undertake monthly quantitative analysis based on the information provided by COs and other primary and secondary data.
  • Design and/or update infographics, data visualizations and fact graphs, related to education Covid-19 response, for print and/or digital platforms, including material to be part of the Education COVID-19 repository.
  • Carry out a monthly update of school database and monitoring tool of school reopening for 37 Countries of the region.
  • Prepare data analysis, comparative tables, and presentations of EiE and MYRP programmes on time to time basis (support to regional MYRP implementing partners on IM as needed).
  • Undertake the development of three (3) investment cases to support MYRP fundraising efforts.
  • Undertake the development of visual material to present and promote the DRR & EiE course developed by UNICEF in the MYRP framework.
  • Update and admin the REWG capacity building website.

Education

  • University degree in economics, information management or any related field.

Work Experience

  • A minimum of two years of professional experience in information management (IM), data analysis and data visualization.
  • Familiarity with data sources and use of Adobe, Illustrator or other design or visualization software.
  • Experience with data reports and dashboards visualization.
  • Experience working in both development and humanitarian contexts is an added advantage.
  • Experience working remotely, very responsive over email or throughout virtual applications
  • Understanding of UNICEF programme work in the region (desirable).

Languages

  • Fluency in Spanish and a good knowledge of English.

Technical knowledge (optional)

  • Familiarity with data sources and use of Adobe, Illustrator or other design or visualization software.
  • Experience with data reports and dashboards visualization.

Supervision

The consultant will work under the direct supervision of the Education Specialist for Migration and in close collaboration with the Education in Emergencies Specialist.

Workplace

This consultancy is home-based.

Duration

This contract is expected to start in February 2022 with an estimated duration of 11.5 months.

Travel

Travel missions for this consultancy will be determined on a future date. Should travel missions are confirmed, the following will apply:

  • Travel will be covered by UNICEF as per policy.
  • Travel costs will be estimated and added to the contract once they are determined based on UNICEF Financial Rules and Regulations.
  • For agreed country visits, the contractor/consultant will be responsible in administering their own travel. UNICEF will reimburse travel related expenses based on actual costs or on the below criteria whichever is lower and upon presentation of receipts.
  • Any travel involved should be budgeted according to UN Travel Standards as a ceiling.
