Purpose of Activity/Assignment: Leadership skills are critical to supply chain management, yet often the leaders and managers of public health supply chains in low- and middle-income countries are not supported to develop these and other soft skills. The coordinated Strategic Training Executive Programme (known as STEP 2.0) is a targeted solution that aims to help health and supply chain managers hone their skills in managing teams and leading change at country level. The STEP 2.0 approach is designed to build the capacity of next generation of leaders who can lead change ensuring access to medicines, vaccines, and health technologies. The approach is built on an experiential scenario-based methodology wielding transformative leadership principles.

Managed by People that Deliver (PtD), STEP 2.0 is jointly offered by Gavi, the Vaccine Alliance, the Global Fund to Fight AIDS, Tuberculosis and Malaria (the Global Fund) and the United States Agency for International Development (USAID). By uniting to offer STEP 2.0, Gavi, the Global Fund and USAID will increase supply chain efficiency and improve health outcomes for many in lower- and middle-income countries struggling to access medicines or other health commodities.

PtD has been tasked to determine a common evidence-based measurement system for STEP 2.0 to capture evidence of impact and to refine the programme over time. The goal of determining a common evidence-based measurement system for STEP 2.0 is to ensure the quality of programme delivery and capture the evidence of impact at multiple levels (individual, organisational, and system). The joint STEP 2.0 programme is a unique opportunity for the three donor agencies (Gavi, Global Fund and USAID) to leverage investments in building sustainable capacity to strengthen in-country health supply chains. An M&E system will be important to capture and publish cross-organisational lessons and refine the programme over time. PtD is planning to develop an M&E approach for STEP with a set of indicators and benchmarks, logical framework and M&E plan and make tools available to implementing partners. PtD will also manage a central repository of M&E data and reporting information based on the implementation of the STEP programme by all partners. PtD is recruiting a short-term monitoring and evaluation expert consultant to develop a robust M&E system for STEP 2.0. The training evaluation consultant will investigate and put into practice a system that will increase effectiveness of STEP 2.0 cohorts in multiple countries and monitoring operations to ensure timely and effective deliverables. The system will identify all the indicators, tools and processes that will be needed to measure if STEP 2.0 has been implemented according to plan, is having the desired result and the measurable impact over time. This system will provide a standardized methodology for the collection, analysis, and synthesis of STEP outcomes to allow for a continuous improvement process. This will include training operation management, learning content delivery, skills application, evaluation and reporting, and the community of practices with public and private sector stakeholders.

In addition, the STEP 2.0 programme M&E consultant will work with PtD to determine an approach for evaluating both the impact at multiple levels – individual, departmental, organizational, and if possible, larger supply chain system. The consultant will design a methodology for collecting data from delegates, coaches, and implementing partners, and evaluating the transformation challenge and experiential learning approach. The consultant will take into consideration the three STEP 2.0 models offered: in-person, hybrid, and virtual. PtD would like to evaluate the results or effects that the individual’s behaviour and performance have on his/her department or team, and the results or effects on supply chain organizational performance and the impact of training on the ultimate performance of the organisation by assessing the return on investment.

Scope of Work:

The roles and responsibilities will include (but are not limited to) the following:

M&E approach, plan, and results framework for the STEP 2.0 program: Review best practices and consult with learning and development experts in relevant fields/organisations to inform the design of an M&E system specifically tailored to the STEP 2.0 program. The purpose of the system is to provide a standardized methodology for evaluating implementations of STEP across countries, regardless of the donor or implementing partner. The system will include a mechanism for collecting data to inform program improvements. The system should include indicators, tools, templates and outline a process for their use so that STEP stakeholders can regularly collect performance data and share it with the STEP Hub. The system should align with PtD’s initiative-wide Theory of Action and Results Framework.

Central repository of M&E data: Design the structure for a central repository of all STEP-related data, including feedback from participants, coaches, and facilitators. This central repository should be set up in a way that allows for easy updating in the future and would be searchable with a basic dashboard with the indicators from the results framework.

Annual structured performance assessment to review STEP 2.0 implementation: develop an approach for an annual assessment of the performance of the STEP 2.0 program. This assessment would focus on the performance of the STEP Hub, linking to STEP program indicators and results framework. The assessment would be both quantitative and qualitative. A template would be developed so that assessments can be replicated on a yearly basis. Conduct a preliminary assessment of 2022STEP Hub activities

To qualify as an advocate for every child you will have…

  • A University degree is required, preferably in relevant field (e.g., social sciences, public health, international development studies, or other quantitative degree). Applicable work experience can substitute in cases where university degree is not aligned to a relevant field.
  • A minimum of 15 years’ professional experience in monitoring and evaluation, with background in supply chain strengthening and/or capacity building programs. Proven track record in designing M&E frameworks and conducting evaluations and evaluability studies.
  • Understanding approaches to measuring the results and effects of advocacy and capacity building activities
  • Recognized expertise in monitoring and evaluation, with a background and interest in the analysis of public health and/or supply chain learning and development programs
  • Experience in results-based program development and management
  • Strong track record in managing evaluations and proven ability to produce demonstrable results
  • Strong verbal and written communications skills in English
  • Must be able to work independently and must have the ability to exercise discretion and independent judgment regarding matters of significance
  • Exceptional time management skills required and an ability to complete tasks in a timely and efficient manner, without prompting, both independently and collaboratively; superior organization and prioritization skills and must be meticulous and detail oriented
  • Resourcefulness and ability to work proactively - thinking ahead. Good logic skills to read through minutes and summarize the conclusions and actions taken
  • Flexibility and ability to manage competing demands; must be able to manage a myriad of on-going tasks in a fast-paced environment and adjust to changes
  • Works with integrity and ethically; must follow UNICEF's policies and procedures; is consistently at work and on time; ensures work responsibilities are covered when absent
  • Willingness to take ownership for wide-ranging responsibilities; demonstrates accuracy and thoroughness; looks for ways to improve own work to ensure quality
  • Ability to communicate effectively with various audiences
  • Strong cross-cultural and interpersonal skills
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
