The United Nations Children’s Fund (UNICEF) have worked in the Philippines continuously since 1948. To date, we are 120 dedicated staff working from our offices in Manila and Cotabato.

UNICEF’s vision for every child in the Philippines is intimately linked to the realization of several Sustainable Development Goals and the promise of the international community to leave no one behind. By 2030, we want to see that no child in the Philippines suffers from hunger; that every child has access to good health services, quality education opportunities, clean water, and toilets; and children grow up protected and develop in an inclusive, just and peaceful society.

Since its establishment, UNICEF has been helping the Philippine government to strengthen national policies, programmes, and services to ensure that all Filipino children enjoy their rights. UNICEF supports the Government to extend the coverage and implementation of policies and legislation that benefit children and the most disadvantaged; to support the implementation of positive budget reforms and leverage the considerable fiscal space; to innovate and adapt national programmes to support inclusivity and relevance in diverse remote rural areas, impoverished urban areas, hazard and conflict-prone areas; and to strengthen national capacity to monitor change for children.

As an impartial partner, we are mandated to work with both state and non-state actors to protect the rights and promote the wellbeing of every child. We have successfully worked through many Government reforms in the Philippines, and we continue to work with the national government, its different agencies, and departments, and with local government units and authorities, including the Bangsamoro Transition Authority in Bangsamoro Autonomous Region in Muslim Mindanao.

UNICEF’s capacity, technical skills and structure allow us to work effectively with policy and decision-makers and be among the first responders to humanitarian crisis. It allows us to assess and respond quickly to the priorities and needs of communities in the most remote and underserved areas of the country.

UNICEF’s geographic priority areas in the Philippines include Northern Samar, Western Samar, Zamboanga del Norte and BARMM, Basilan, Lanao del Sur, Maguindanao, Sulu and Tawi-Tawi.

How can you make a difference?

To effectively continue to implement the 2019-2022 programme, UNICEF Philippines established its capacity as articulated in the Country Programme Management Plan (CPMP) which was approved in 2018. This was adapted through the implementation of the programme, particularly with the impact of the COVID-19 pandemic. Before embarking in the development of a new country programme in early 2023, UNICEF Philippines needs to take stock of its current business model, operation effectiveness, identifying opportunities for optimizing management practices.

The main purpose of the management review is to:

• Assess the design and operating effectiveness of PCO management systems and resources (financial and human) in support of the country programme (including in the areas of oversight/Governance, Finance, Administration, Human Resources (HR), Supply and Logistics, Information and Communication Technology (ICT) and Security)

• Examine the efficiency and effectiveness of processes for planning, programme implementation, internal monitoring and review, including partnerships, resource mobilization, etc.

• Identify options for optimizing management practices, particularly in the context of the pilot of the UN common back office in 2023.

• Review the efficiency of the staffing structure in line with different programming focus and funding scenarios.

• Drawing lessons, identify options for optimization and simplification, and put forward proposed improvements to be considered as part of the development of a new country programme

This will be based on an analysis of the current structure, resources and processes in UNICEF Philippines.

The review will be key to inform discussion on the new country programme and the necessary shifts to ensure its fitness for purpose.

To qualify as an advocate for every child you will have…

  • Advanced university degree in social sciences or other relevant studies.
  • Fifteen years of relevant professional work experience, including both international and national.
  • Thorough knowledge and understanding of the UN and UNICEF Country Programme planning, implementation and monitoring.
  • Knowledge of human resources strategies, policies and organizational development including change management.
  • Proven competency and answering to the profile of commitment, handling diversity, integrity, strong in communication and in working with people, drive for results.
  • Proven competency in leadership and supervision, formulating strategies and concepts, analysis, relating and networking and application of technical expertise.
  • Proven competency with regard to a comprehensive understanding of various approaches and methods of programming, human rights and gender and its implications for programmes.
  • Fluency in English and proven writing skills.
  • Familiarity with UNICEF processes and knowledge/understanding of the Philippine context is an advantage.
  • Fluency in English and local language is desirable

*A first University Degree in a relevant field combined with 5 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
