UNICEF is preparing to launch a generic vacancy announcement for the Deputy Representative, P-4 Talent Group. A significant number of applications is expected to undergo the screening and assessment process. The initial desk-review of applicants (long-listing) is performed by DHR.

To ensure the suitability of long-listed candidates against core values and competencies as well as specific eligibility criteria for the next stage of the process, DHR would like to engage two consultants working as a team to support further in-depth screening to reach a short list.

This consultancy assignment is mainly home-based, starting in fall 2021. The consultants will support assigned recruiters in DHR in researching and identifying potential candidates who appear to meet eligibility criteria by performing the key duties & tasks to produce the expected deliverables in the agreed timeline.

How can you make a difference?

The consultants will work with DHR recruiters to accomplish the following tasks:

  • Use the UNICEF vacancy announcement(s), Job Descriptions, leadership competencies, and established evaluation criteria as a starting point to develop competency based/ blended interview questions with DHR’s input;
  • Create online shared calendar to coordinate with DHR in scheduling interviews and feedback calls at an earliest convenience;
  • Conduct interviews and provide interview reports in a timely manner;
  • Provide feedbacks to unsuccessful candidates.

Expected Deliverables

The two consultants are expected to work as a team to deliver the below outputs:

  • Comprehensive assessment plan and scoring matrix for the assessment process provided.
  • Structured interviews (and other assessments, if any) conducted within the agreed timeline;
  • Finalized assessment report and analysis produced within 48 hours after the interview; Assessment report should include details of the assessment and should be proofread and ready for dissemination;
  • Online scoring matrix spreadsheet with the most updated information made accessible to UNICEF recruiters;

  • 30-minute feedback sessions offered and conducted to unsuccessful candidates within the agreed timeline. Feedbacks are delivered in a constructive manner for the purpose of career progression and self-development DHR recruiter to be notified if potential conflicts could arise from these discussions;

  • Periodic feedback, analyses and reports provided to DHR team.

The work deliverables will be based on a pre-agreed set of blocks of hours for the screening.

Consultancy duration

The total number of estimated work hours for this consultancy assignment is 100 hours over the period of 5 months, from August or September 2021..There is possibility for extension depending on the future needs, performance of the consultant, and funding availability.

Qualifications and Experience of Successful Candidates

  • University degree in human resources management or the social sciences (e.g. sociology, psychology, political science, or economics), international development or public administration.
  • 15+ years of relevant work experience in diverse areas of work in Human Resources Management and specifically in executive search for the relevant levels. Extensive experience in interviewing candidates.
  • Familiarity with UN/UNICEF is an asset.
  • Developing country work experience, and familiarity with humanitarian operations (emergencies) is an asset.
  • Fluency in English language is required. Fluency in another UN language (Arabic, Chinese, French, Russian and Spanish) is a distinct advantage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
