Job Description The International Rescue Committee is a humanitarian organization established to respond to the world's worst humanitarian crises. Founded in 1933 at the behest of Albert Einstein, IRC provides lifesaving care and life changing assistance to refugees forced to flee wars or disasters. IRC today works in more than 40 Countries and 22 Cities across United States, restoring safety, dignity and hopes to millions of people uprooted and struggling to survive.

In Kenya IRC started its operation in 1992 and operates and. IRC Kenya Country program work in the two largest refugee camps in Kenya (Dadaab in Garissa and Kakuma in Turkana), IRC also work in Lodwar, Garissa West Pokot and Nairobi, parts of Kajiado through direct program implementation in Health, Nutrition, Women Protection and Empowerment, protection, and livelihood programs in Nairobi and Kajiado.

In some of the counties in which IRC operates, safety and security risks affect our programming, staff, beneficiaries, assets, and interests. Whereas we implement a comprehensive safety and security programme to safeguard our people, assets, and beneficiaries, we are aware that these threats continue to mutate.

This therefore calls for continuous review of our operating environment and context to establish dynamic and emerging threats and implementation of relevant countermeasures.

Objectives

An independent consultant is required to conduct a comprehensive Security Risk Assessment (SRA) covering IRC facilities in Kenya. The assessment will help; a) identify and evaluate risks, vulnerabilities, and threats; and b) Establish existing security controls, evaluate gaps in the controls with a view of recommending remedial measures.

Scope of Work

The assessment will cover IRC operations as well as facilities in Daadab in Garissa County, Kapenguria in West Pokot and Lodwar and Kakuma in Turkana County in Kenya. The assessment will:

- Provide a brief analysis of IRC operating context in Kenya bringing out the following its geographical footprint, core programmatic functions, processes, facilities among others). - Identify security vulnerabilities and threats against IRC Kenya. - Establish existing security controls at IRC facilities in Kenya. - Assess effectiveness and identify gaps in existing security controls across IRC facilities in Kenya. - Recommend remedial measures to mitigate identified vulnerabilities, threats, and gaps across IRC facilities in Kenya. - Develop an action plan for implementing recommendations of the assessment. - Provide technical support to IRC during the implementation of the action plan.

Approach and Methodology

The proposal should outline the consultant’s approach, methodology, ability to gather and analyze data. Preferably, the candidates should be conversant with a risk-based approach and must demonstrate: an understanding IRC operating context in Kenya; Identify, analyse, and evaluate vulnerabilities and risks; evaluate effectiveness of existing security controls and establish gaps; and recommend measures for resolving vulnerabilities, risks and gaps identified. The Consultants will be required to visit all IRC facilities to collect data through, interviews, focused group discussions, inspections, process, and review documents review. The data collected will inform accurate understanding of IRC operations, determination of security risk issues, risk dynamics, risk appetite, security controls and effectiveness as well as gaps.

The consultant should outline documents and stakeholders to interact with in the course of data collection for the Security Risk Assessment. The proposal should contain an elaborate work planning and requisite logistical support requirements.

Deliverables

Key assessment deliverables will include: An inception report and a comprehensive Security Risk Assessment report with a detailed risk register.

Qualifications - Suitable candidates for the consultancy are expected to provide prove of the following: - Lead consultant to possess a bachelor’s degree relevant to the Security Risk Assessment assignment and at least 10years consulting experience in the Humanitarian Industry. - Possess extensive understanding of IRC operating counties, their security and safety risk profile especially in Northern Kenya.

Duration

The consultant should provide a realistic schedule demonstrating the duration the assessment will take to cover all target counties and facilities.

Reporting

The consultant will report to the Deputy Director Operations and will provide regular updates on the progress of the assignment. The consultant will also work closely with the Security Coordinator, Project Coordinators and Administrative teams while in the field.

Non-Disclosure Agreement

Once contracted, the consultant will commit in writing to the Non-Disclosure Agreement to protect and safeguard client proprietary information as provided for under the data protection act.
