UNICEF is looking for a consultant who will support these efforts by reviewing several policies, special measures and guidance and consolidating them into one document. The document will also leverage on good practices. It will serve to strengthen humanitarian action, to scale-up quickly and to deliver faster in emergency settings.

The consultant, under the supervision of the Chief, Human Resources Business Partner in the Division of Human Resources (DHR), will engage with and gather inputs from a range of stakeholders, including several teams in DHR, Office of Emergency Programmes, Emergency Response Team members, Region/Country Offices, Global Shared Service Center, other UN entities. S/he will work closely with the Policy, Employee Relations & Compensation Section (PERCS).

How can you make a difference?

The consultant will be responsible for preparing a consolidated policy document, i.e. policy that incorporates good practices, as well as provisions from Guidance, Special measures, Policies, as well as other relevant documents to rapidly scale-up in emergency settings.

Key deliverables:

  • Review different documents, including Emergency Procedures, policies, Covid-19 Special Measures, Guidance, and any other relevant documents, eg. Evaluations, Humanitarian Review, etc.
  • Through surveys of relevant stakeholders, identify good practices that have been implemented to rapidly scale up and deploy UNICEF Personnel in emergency settings.
  • Based on the review of the above-mentioned documents and good practices, identify the Human Resources (HR) components for rapid scale-up and deployment of UNICEF Personnel in emergency settings.
  • Consolidate all the HR components into one policy document.
  • Consult with relevant stakeholders.
  • Prepare communication to roll out the policy document.
  • Ensure compliance with the regulatory framework.

To qualify as an advocate for every child you will have…

  • An Advanced University degree in human resource management, business administration, international relations or any related field.
  • At least ten (10) years of professional experience in Human Resources Management, Business Administration, Law, International Relations or related areas.
  • Experience in drafting complex documents including policy, lessons learned, positions’ paper and others.
  • Excellent drafting skills and ability to efficiently capture and present information in English.
  • Experience in emergency context is an asset.
  • Previous experience with UNICEF is an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Duration: 30 days (over 3 months period)

Location: Home-based

Starting Date: 03 January 2022

Travel

Any emergent/unforeseen duty travel and related expenses will be covered by UNICEF.

Health Insurance

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage (wherever the candidate is based).

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
