To fulfill its mandate, the availability and utilization of high-quality, timely data on the situation of children in the region as well as the progress towards programmatic results is indispensable. With the introduction of the new Strategic Plan (2022-2025), UNICEF will implement significant shifts in the focus and role of monitoring activities. This will be accompanied by the introduction of new corporate monitoring tools, including the Country Strategic Indicators (CSI), the programme effectiveness review (PER).

UNICEF LACRO has identified a number of strategic challenges the monitoring function is facing in the region. These include data gaps in SDG monitoring and timeliness of the data on the situation of children in the region. On the other hand, for the monitoring of UNICEF’s results countries in the region often lack measurable results frameworks of its programmes, do not utilize (sufficiently) available data for planning and decision making and face a weak data culture

How can you make a difference?

Under the overall guidance of the Monitoring Specialist, the incumbent will support the regional office to analyze and visualize situation and results monitoring data from the 24 country offices in the region. By doing so, the consultant will support the rollout and adaptation of new corporate monitoring tools in the region, and help regional programme staff to fulfil the Regional Office’s core role in providing support, oversight and accountability for country-level activities in the region.

Specific Tasks:

The consultant will

  • Develop a mapping of existing indicator used by Country Offices
      • Classify Country Programme Document (CPD) indicators, Country Strategic Indicators (CSI), standard and additional indicators according to SDG indicators, the five pillars of the global Strategic Plan and five regional priorities
    • Prepare a database (in CSV or other easily shareable format) that gathers and classifies all indicators being used by LAC COs
    • Identify and visually present regional (mis)alignment of indicators
  • Support the development of indicator databases by sector to facilitate results framework development.
    • Based on the mapping of currently used indicators, compile additional international standard thematic indicators at outcome level.
  • Analyze and produce visualizations of regional programme results
    • Clean raw data provided by country offices and through UNICEF corporate data systems
    • Visualize change in key indicators according to programme staff’s needs
    • Conduct additional analysis to identify regional similarity, differences and trends
  • Conduct additional data analysis and visualization as required.

The incumbent will provide weekly updates of the progress of work and participate in weekly coordination calls with the regional monitoring and planning specialists (LACRO). The consultant will respect the confidentiality of any data used for the project. Unless publicly available, the documents and datasets shared with the consultant can only be used of the tasks out lined in these terms of reference. Each deliverable will undergo several rounds of review and feedback by the regional monitoring specialist. All products compiled and/or produced under this contract are the intellectual property of UNICEF. The consultant will work from home using own equipment and stationery. No travel is expected for this consultancy.

  • Excel Sheet (or other easily accessible format) with mapping of available outcome indicators.

To qualify as an advocate for every child you will have…

Education:

  • At least a first Degree or equivalent in Social Sciences, Demography, Statistics, Data Science, Epidemiology, or other related technical field with significant measurement or analysis component is required.

Work Experience:

  • Expertise in data analysis (at least 2 years)
  • Previous experience working for UNICEF, especially supporting data visualization.
  • Experience in data visualization (at least 2 years)

Languages:

  • Fluency in Spanish and English is required. Knowledge of French or Portuguese will be considered an asset. *Please note language levels used in UNICEF are fluent, proficient, intermediate, and basic.

Technical Knowledge:

  • Proficiency in using Excel or other data processing software for data analysis and data wrangling
  • Experience in data wrangling and organizing of messy data sets
  • Experience using data visualization software (e.g. Power BI, Tableau, etc.)

Other skills:

  • Excellent communication and interpersonal skills Ability to meet tight deadline.
  • Detail oriented.
  • Previous experience with UNICEF programme data would be an asset.

Administrative details:

Supervision: The Consultant will work under the direct supervision of the Monitoring Specialist and in close collaboration with other members of the Programme & Planning team.

Workplace: Home-based, No travel involved.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Duration of contract: Estimated start date of this consultancy is the last week of December 2021 for a period of 11.5 months.
