UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?

The Consultant shall report directly to the UNICEF Philippines Child Protection Specialist for Output 3.1 and shall provide support to the Child Protection Officers under the SaferKidsPH program in developing and implementing a consultative process with children and adolescents for the Advocacy and Communications Plan of the Philippine Plan of Action to End Violence Against Children, while specifically defining strategies both for online (including the social and behavior communication change component of the SaferKidsPH program) and offline protection.

Under the direct supervision and guidance of the Child Protection Specialist, the consultant shall undertake the following:

Work Assignments/Tasks

  1. Preparation and submission of the inception report with the following aspects:
    1. Training plan for adolescent leaders nominated by the CRN, CWC (including those currently engaged through existing adolescent participation programs like the Young House Heroes Initiative, among others), and NYC on skills in facilitating workshops and/or consultations with children. The adolescent leaders will constitute a cadre of youth facilitators who will subsequently engage and mobilize youth groups from universities, communities and/or CSOs.
    2. Strategies to mobilize children, adolescents and youths in the development of the adolescent operational plan for the implementation of the PPAEVAC advocom as well as the strategic behavior change communication (SBCC) component of the SaferKidsPH framework. It is noted that the Consultant shall strictly adhere to the Gender Equality, Disability, and Social Inclusion (GEDSI) component of the SaferKidsPH framework, especially in the consideration of participants to be mobilized for the consultations.
    3. Work Plan of various activities and timelines.
  2. In close collaboration with UNICEF, coordinate all key steps of the assignment with DSWD-IACACP, CWC and NYC to ensure their full buy-in and support throughout the conduct of activities.
  3. Assist in the conduct of trainings to a pool of nominated adolescent leaders by CRN, CWC (including those currently engaged through existing adolescent participation programs like the Young Heroes Initiative, among others), and NYC adolescent networks.
  4. Primary support to the pool of adolescent leaders in the conduct of their consultations with a mix of participants from various child sectors to develop the adolescent operational plan of the PPAEVAC Advocom, with clearly identified strategies for both online and offline protection.
  5. Support in the formulation and monitoring of child protection and safeguarding protocols on the involvement of children in the entire course of PPAEVAC AdvoCom plan development.
  6. Written and photo documentation of the processes and activities conducted with children, adolescents and youths.
  7. Support in the drafting of the adolescent operational plan of the PPAEVAC Advocom Plan, with clear identified strategies for the SBCC component of the SaferKidsPH program (based on the consultations and subsequent validation with children).

    Deliverables

  • Detailed training and capacity building plan for adolescents on conducting workshops and consultations with children (to be presented and consulted with CWC, NYC, DSWD IACACP, and UNICEF Adolescent Task Force)
  • Concept note with proposed schedule of activities
  • Meeting minutes; reports
  • Documentation reports of the workshops/trainings conducted with adolescents
  • Documentation reports of the consultations (minimum of four including one with vulnerable sectors as applicable for GEDSI – children with disabilities, children in street situations, and others.
  • Documentation report of the validation workshop
  • Adolescent strategy of the PPAEVAC advocom plan, with key recommendations and activities for the government, civil society, private sector, and communities

To qualify as an advocate for every child you will have…

  • Bachelors’ degree in the following fields: Social work / development, public administration, or any other related field.
  • A minimum of five years of professional experience in social development planning and management in youth and adolescent development-related areas.
  • A minimum of five years of professional experience and strong portfolio in conducting consultation workshops with children and adolescents
  • Experience in creating C4D/SBCC strategies
  • A high level of ethical awareness, child protection lens, and integrity
  • Experience in provision of technical support and coordination with key national government agencies and other stakeholders
  • With good computer skills, well-versed in online applications for webinars such as Zoom, Meet, etc. is an asset
  • Fluency in English both in oral and written communication, knowledge of relevant local language is an asset
  • Previous experience working and coordinating with CWC highly desired
  • Negotiation skills and leadership qualities highly desired
