How can you make a difference?

Purpose of Activity/Assignment:

The purpose of the consultancy is to provide technical assistance to the Ministry of Education and Science of Ukraine (MoES) to support planning and implementation of the digital education transformation reform in Ukraine, specifically in the analysis and development of respective regulatory framework.

Digital transformation of education has been one of the key reforms in Ukraine since 2019 with the following objectives:

  1. ensure accessible, modern and safe digital education environment
  2. equip employees in the field of education with digital competencies
  3. align educational content with the up-to-date requirements, and
  4. enable transparent, convenient and effective services and procedures in the field of education.

In recent years Ukraine has experienced massive disruptions to education due to COVID-19 pandemic and the full-fledged Russian invasion to Ukraine taking place since February 2022. With millions of children, teachers and educators in Ukraine who rely on digital solutions and services in education there is a need to review and adjust the existing regulatory framework. The Consultant is expected to prepare draft policy papers and ensure the adoption of the necessary legislative decisions at the level of the MoES, Government of Ukraine and the Parliament of Ukraine.

Specifically, the consultant will have to complete the following scope of work:

  • Conduct analysis of implementation of digital transformation in education and identify gaps in the regulatory framework that needs to be addressed
  • Develop draft legal acts, which regulate the process of obtaining, storing and exchanging digital education certificates, diplomas and other relevant documents
  • Provide inputs to the draft legal acts on access to education, including with the help of digital technologies
  • Support adoption of the necessary legislative decisions at the level of the Parliament of Ukraine, the Government of Ukraine and the MoES
  • Support the MoES in communication with other Ministries and stakeholders on digital transformation of education
  • Establish partnerships with the non-government actors to consult on adopting legal solutions related to the digital reform of education
  • Support the MoES in developing and adoption of the digital solution for sharing of educational credentials and recognition of Ukrainian qualifications (digital certificates, diplomas) in other countries for continuation of education and employment
  • Support MoES in the implementation of the adopted legal acts and in conducting the necessary communication company in close synergy with the government representatives and with the non-governmental sector
  • Conduct an analysis of the current state of implementation of previously adopted decisions, establish the need to revise them in accordance with the priorities of partners and donors
  • Prepare the report on the lessons learned and recommendations on the next steps
  • Provide inputs to UNICEF Situation Reports and other relevant documents on the digital transformation of education in Ukraine

Minimum requirements:

Education [specify disciplines]

Master's degree

University degree in law, education, psychology, sociology, or other social science field is required.

Professional experience [number of years, relevant to the assignment, other specifics]

  • At least 5 years of experience working in education, specifically on the development of the regulatory framework and its implementation
  • Knowledge and understanding of the digital education transformation reform in Ukraine
  • Experience in development of strategic and conceptual documents (strategies, concepts etc)
  • Experience working with ministries, other relevant stakeholders

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
