Background and Justification

Botswana children continue to face many issues that adversely affect their growth. Some of these issues include neglect by parents, which may result in children experiencing all forms of violence, acute malnutrition and lack of education. The Violence Against Children Survey of 2016 shows that 25% of girls and 8% of boys between the agaes of 13 -17 years experience sexual violence, while 43 per cent boys and 28 per cent girls of the same age experience physical violence. The same study has not focused on the role of the media in reporting such cases. It is therefore imperative that the media is made aware of the issues for effective reporting on the complex and sensitive cases.

The Multi Dimensional Poverty Analysis states that nationally, children under 18 suffer these deprivations in the following order of gravity, starting with the most severe: sanitation (71%), housing (66%), health (43%), water (18%), education (17%) and nutrition (16%). 63 per cent of children under 18 are deprived in two dimensions and 44% are deprived in three or more. The report argues that those who suffer monetary and at least 2 other deprivations are the most vulnerable (20.7% of children). The most common deprivations for children aged 13 to 17 years old are housing, education and sanitation. Children from poor households are most affected by these deprivations. Media plays a pivotal role in bringing attention to these children’s issues and making them part of the national discourse.

Reporting on children’s issues has it’s own dynamics, sensitivities and special considerations and media partners have reached out to UNICEF with a specific desire to be capacitated in reporting on children’s issue. The training will follow a series of engagement with the media.

In Botswana the media consists of broadcasting, print and digital. Batswana receive a range of information on a daily basis from one of these media sources. Over the years there has been an increase in number of private media houses, however, state-owned media arms continue to have the largest reach.

Scope of Work

Under the general supervision of the Communications Officer and in close coordination and consultation with the Representative and other key partners, the consultant will be responsible for the conceptualization, development, and training of selected media practitioners on child sensitive reporting.

Key Tasks to be undertaken:

  1. Development of training content on child sensitive reporting
  2. One day training workshop for 20 journalists.
  3. Post-training follow-up session with selected media houses.

Inception report and training content. Training content to be developed and delivered by the consultant. Training content to include PowerPoint slides, exercises, reference information as well as take-home material for the trainees. Training content should be customized to the Botswana context.

Note-UNICEF will cover the printing cost for the information package. All pictures and materials prepared/used will remain the sole property of UNICEF. The above final deliverables should be presented in soft copy.

UNICEF recourse in case of unsatisfactory performance:

Payment will only be made for work satisfactorily completed and accepted by UNICEF.

Administrative issues and Conditions

  • The consultant will be based in the UNICEF Botswana Country Office in Gaborone.
  • The consultancy will be undertaken for a duration of 5 working days spread across 1 month.
  • As per UNICEF DFAM policy, payment is made against approved deliverables, and as indicated in the schedule above. No advance payment is allowed unless in exceptional circumstances.
  • UNICEF reserves all copyrights on material, including data analysis, documents, photographs and graphic designs. No data or findings can be published without the permission of UNICEF and any publications arising from the work will be co-authored with UNICEF staff.
  • The use of UNICEF material for any purpose, including repackaging in hard copy or compilation for CD-ROM or any other electronic media, is prohibited unless prior written permission is obtained. The unauthorized use of the UNICEF name and logo is against international law and is expressly forbidden.
  • UNICEF will not provide a computer.
  • The candidate selected will be governed by and subject to UNICEF's General Terms and Conditions for individual contracts.

Policy stipulations to be aware of;

  • Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.
  • For international consultants outside the duty station, signed contracts must be sent by email. Signed contract copy or written agreement must be received by the office before travel is initiated. Consultants will not have supervisory responsibilities or authority on UNICEF budget.
  • Consultant will be required to complete online courses related to Ethics, Prevention of Sexual Exploitation and Abuse and Security related trainings prior to taking up the assignment and/or travel.
  • Consultant will be required to sign the Health Statement for consultants/individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance that covers COVID-19 as well as Medical Evacuation.
  • The Form 'Designation, change or revocation of beneficiary' must be completed by the consultant upon arrival, at the HR Section.

To qualify as an advocate for every child you will have…

  • University degree in journalism, mass media, communication or any related field
  • 10 years experience in media; 3 years in training in the media field
  • Proven and extensive experience in the development of training curricula and materials
  • Prior experience in reporting on children’s issues
  • Proven knowledge of the sensitivities and dynamics of covering children in the media
  • Experienced facilitator with an ability to conduct a full-day high impact training
  • Ability to work both independently and as part of a team
  • Fluency in English is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
