Duration of LTA: Three years with the possibility of extension for one more year (max. 4 years)

1. BACKGROUND / RATIONALE

The need to facilitate UNICEF sponsored Spanish classes to ICTD non locally recruited staff at the Digital Core in Valencia was identified in 2022. The Operations team conducted a needs assessment in April 2023. Based on the results of the survey, ICTD contracted two Spanish teachers referred by UNGSC and UNICC to conduct classes for 77 ICTD staff members, outposts, and their spouses in the fall of 2023. For budgetary reasons, only pre beginner and beginner classes were offered during the trial period. Based on the demand and approval of funding by ICTD management, the Operations team is looking to scale up the provision of Spanish language classes. The results of the end of the Fall 2023 semester evaluation conducted with the 67 students who completed the courses indicate that these classes helped improve their communication and integration into the duty station.

2. PURPOSE OF ASSIGNMENT

The purpose of the assignment is to provide Spanish language classes to approximately 100 staff, outposts and their spouses in Valencia every year in the Spring and Fall. The delivery schedule will be one hour, twice a week for 12 to 14 weeks per semester. The weekly delivery medium will be either entirely online or hybrid (one session online and one session onsite at the UN Base located at Avenida Comarques del Pais Valencia 2, 46930 Quart de Poblet, Valencia, Spain.

3. OBJECTIVE(S)

The overall objective is to set up a long term agreement through which ICTD will contract qualified Spanish language teachers to provide ongoing classes to its staff, outposts and their spouses either online or hybrid.

4. MAJOR TASKS TO BE ACCOMPLISHED

Successful respondents must submit technical proposals for the organization of online Spanish courses based on their curriculum, availability, class size and time preferences.

They will provide pre beginner, beginner and intermediate courses (A1, A2, B1 and B2) to specific groups, one hour, twice a week for 12 to 14 weeks during the Spring and Fall semesters. Classes can be 100% online or hybrid (one session online/one session onsite at the UN Base located at Avenida Comarques del Pais Valencia 2, 46930 Quart de Poblet, Valencia, Spain.

In the initial phase of the assignment, the teachers might conduct individual assessments to determine the level of each student in the beginner classes.

The teachers will tailor the classes based on students’ needs and levels.

The respondents will provide financial proposals exclusive of the required Spanish learning manuals.

Responsibilities of the Consultant:

  • Teachers will use their own equipment; laptops, microphones, software and other accessories that may be required for this task.
  • Microsoft Teams in the preferred teaching platform. Should teachers prefer to use other media, they will be responsible to acquire the adequate subscriptions and send class invites and other communication to their students.
  • Teachers are responsible to acquire the copyrights to use materials other than the approved class manual listed below.
  • Teachers are responsible to share instructions and links to the student manuals as well as any whiteboard/content collaboration platform (SharePoint, Google docs, Schoology etc,)
  • UNICEF does not withhold taxes. Teachers are responsible to pay their taxes to the Spanish government.

Responsibilities of UNICEF:

  • UNICEF will provide a one year subscription to the required Spanish learning manuals to all participants based on levels (Aula Internacional Plus XX Libro y Cuaderno digitales (12 meses) – Estudiante)
  • Should the teacher not have an MS Teams subscription, UNICEF will set Teams invites to all participants for the duration of the semester.
  • UNICEF will identify a class coordinator among the students who will ‘admit’ the teacher to each class.

6. DELIVERABLES

7. TRAVEL

Home based consultancy with no official duty travel.

9. ESTIMATED DURATION OF LTA

The Long-Term Agreement will be for a duration of four years. The initial period would be for three years with an option for renewal for a subsequent year on the same rates, terms and conditions, subject to satisfactory performance evaluation and continuing need for the service. The services of the consultants selected under the LTA would also be made available to other UN agencies in Valencia if requested.

10. QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ LANGUAGE SKILLS REQUIRED (Please

use as applicable)

  • University degree in teaching, foreign language teaching, didactics, translation etc. are desirable but not

    required.

  • Industry certifications are accepted in lieu of university degrees.
  • Relevant foreign language teaching experience is required.
  • Experience with UN agencies is an asset.

11. TECHNICAL EVALUATION CRITERIA (WITH WEIGHTS FOR EACH CRITERIA)

The selection of consultants for the LTA will be based on technical evaluation and financial offers in the ratio of 75/25. The criteria for technical evaluation will be as follows:

13. PAYMENT SCHEDULE

The LTA to be signed will have a fixed fee rate for four years. However, UNICEF does not warrant that any quantity of services will be purchased during the term of the LTA as this will depend on forthcoming needs.

14. CONTRACTS CREATED AGAINST THE LTA.

Whenever services are required, details of the requirement/deliverables including quantities and deadlines will be presented to the top-ranking LTA holders. Should these consultants not be available for the assignments, UNICEF will contact the next ranked consultants and so on.

Upon receipt of confirmation of availability and interest in the assignment, a contract will be issued with the prices/fees agreed in the LTA. The consultant must sign the contract prior to the commencement of work. Payment will be made after completion of deliverables and submission of invoices for the actual work completed, subject to satisfactory performance.
