Vacancy Announcement: Consultant

Consultancy Title: Knowledge Management for Humanitarian Action Consultant

Section/Division/Duty Station: Emergencies Cone, Division of Human Resources, NYHQ (Home-Based)

Duration: 4 months (estimated start date 15 June 2022)

Home/ office Based: Remote

The Emergency Cone/Human Resources Business Partner Team of the Division of Human Resources (DHR) provides continuous support to country and regional offices during times of emergencies. This includes but is not limited to: provision of sourcing and recruitment services to clients, business partnering and support to the Emergency Office for Programme Support (EMOPS) Division, as well responsible for maintaining the Surge Desk ensuring time-bound internal surge support to country offices.

The realization of recommendations from UNICEF’s Humanitarian Review are also coordinated and facilitated by this team. The review recommendations include a specific need to strengthen and sustain Knowledge Management (KM) tools for Human Resources staff supporting Humanitarian action. A consultant is therefore required to help review existing knowledge management platforms and tools, providing guidance and work with relevant colleagues in the development of a robust, sustainable convening platform for HR staff that offers the combined power of a knowledge hub, a means of exchange and advocacy.

Furthermore, to achieve the recommendations from the review, four thematic working groups have been established, that include: the Consolidated Surge Strategy, Human Resources in Humanitarian Action Working Group, Humanitarian Leadership and Staff Care and Wellbeing Working Groups with both inter-divisional representation and participation from regional and country office levels. There is also a need for support in the overall organization, communication, and coordination of these working groups. Here, the consultant will also be responsible for the capturing of Leading activities that facilitate knowledge sharing that arise from the working group process.

The team is also responsible for maintaining FRONTLINES, which is the agency’s key sourcing platform, aimed at building a specialized global community of UNICEF staff and personnel interested in opportunities in humanitarian action. Here, the Consultant will provide guidance where necessary and ensure close synergies with the Frontlines team in their realization of an outreach and engagement strategy and development of effective knowledge management tools.

To ensure a sustained approach to KM remains in the team, the consultant will also ensure that a basic KM framework and tools are embedded in unit and team member work plans where possible as well as train and orient staff on key KM uses of UNICEF technology, platforms and resources that are both available and newly developed during the process.

Work Assignment Overview:

Under the supervision of the Humanitarian Review Manager, the consultant is expected to:

  • Work with key staff on the continued elaboration of an HR in Emergencies Knowledge Management framework and corresponding platform and ensure that that all key portals are maintained with relevant and updated content in the right formats, reaching the right audience.
  • Ensure the Knowledge Management framework supports the elaboration of a global convening hub and means for learning and exchange for HR practitioners that support humanitarian action in the agency
  • Providing guidance on how to capture, document and organize relevant knowledge that arise from the humanitarian review working groups and associated events/processes
  • Where necessary, provide guidance inputs to the Frontlines Team ensuring that Knowledge Management resources and products for Frontlines needs aligns with the overall vision, expectations and direction resulting from work in the Humanitarian Review
  • Where necessary embed KM in teamwork plans where possible based on an assessment of knowledge needs aligned to overall vision/strategy of the team.
  • Where necessary, train and orient team members on key KM uses of existing and newly developed UNICEF technology, platforms, and resources
  • Perform other duties as required.

To qualify as an advocate for every child you will have…

  • A first-level university degree in knowledge management, human resources or business administration, communications and/or related fields is required
  • Be passionate about working for children, and vulnerable communities.
  • Minimum of 5 years experience in knowledge management and utilization of specific knowledge management platforms/CRM/applications.
  • Good knowledge of approaches for knowledge capture and documentation
  • High level of digital literacy and familiarity with digital tools UNICEF uses and available KM resources: Digital tools: Power BI Dashboards, Microsoft 365 apps (Word; Excel; PowerPoint; SharePoint, including collaboration sites; Yammer; Teams; etc.)
  • Able to communicate ideas clearly, succinctly and in a manner that is easy to understand.
  • Well-organised, responsive and an innovative thinker driven to achieve results
  • Fluency in English is required. Knowledge of another official UN language would be helpful.
  • Exposure or experience supporting development, humanitarian or experience in the non-profit sector is desirable.
  • Fluency in written and spoken English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

  • This is a home-based consultancy but ideally works during EST time. If the consultant is New York based, they can be in the UNICEF office.
  • Consultant should ideally furnish own laptop.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
