1. Context and justification:

To ensure the visibility of UNICEF's activities and the achievement of institutional and programmatic advocacy objectives, particular attention will be given to communication and the deployment of 3 inter-sectoral advocacy campaigns (vaccination, Gender-Based Violence (GBV) and climate and environmental issues). It is within this context that the present ToR are developed to recruit an Advocacy Campaign Lead.

2. Objectives:

In the Communication, Advocacy and Partnership section - CAP, the Advocacy Campaign Lead will have a central role which will consist of:

  • Development of inter-sectoral communication and advocacy campaigns related to vaccination, Gender-Based Violence (GBV) and climate/environmental issues in the DRC.
  • Support programmes to implement their advocacy and communication objectives, in particular the Emergency, Wash and Health sections.
  • Support strategic advocacy and campaigning initiatives following UNICEF's regional and global directions.

3.Tasks, responsibilities and methodologies:

- Contribute to the strategic direction and planning of advocacy and campaign activities through programme objectives;

- Write reports, position papers, case studies, briefing notes, etc. on priority advocacy themes, in collaboration with project teams and thematic advisers;

- Supervision and validation of the media plan;

- Ensure visibility of campaign activities and interventions;

- Deployment of communication campaigns on digital platforms in coordination with the Social Media Officer;

- Multimedia content produced, including: script and storyboard for TV spots, videos, photos, human-interest stories, graphics and articles;

- Support reporting on the progress of advocacy and campaign activities;

- Translate/adapt/rewrite campaign information received;

- Provide technical support in the formulation of new projects and the development of new proposals;

- Ensuring a gender perspective.

4. Expected results (deliverables) and timeline:

- Framework of 3 inter-sectoral campaigns: vaccination, Gender-Based Violence (GBV) and climate and environmental issues in the DRC;

- Monitoring report on the implementation of the campaigns;

- Multimedia content: script and storyboard for TV spots, videos, photos, human-interest story and articles.

5. Consultant's Profile and Required Qualifications:

- Advanced university degree in Social Sciences, Public Relations, Communication or Journalism at master's level;

- At least 7 years of initial experience in development or humanitarian aid, preferably in the UN system or NGOs;

- Good capacity to produce photos, videos, TV spots, human-interest stories, graphics and articles;

- Very good capacity to manage his/her own workload, with a good level of supervision;

- Excellent analytical and writing skills, attention to detail;

- Enthusiastic, proactive, with a positive attitude;

- Very good interpersonal skills and excellent ability to communicate and negotiate clearly and effectively at all levels;

- Understanding and commitment to children's rights and UNICEF values;

- Excellent command of French (written and spoken). Good level of professional English.
