Org. Setting and Reporting

This position is located within the United Nations Stabilization of the Democratic Republic of Congo (MONUSCO) in the Office of the Chief of Staff (OCOS) in Kinshasa. The incumbent will be in charge of the internal communication of MONUSCO on substantive matters while supporting the Chief of Staff in her coordination role, including addressing mis/disinformation issues, under the overall supervision of the Chief of Staff and her Deputy.

Responsibilities

Within delegated authority, the Communication Officer will be responsible for the following duties: - Prepare or oversee the development of multimedia content across multiple platforms ensuring accurate and consistent messaging, branding, and alignment with the communications strategy of the Mission. - Prepare a diverse range of communication products in support of Mission’s priorities, including photos, videos and other multimedia products. Coordinates with other departments, funds, and agencies to develop common messaging . - Draft material for key messages Q&As, talking points, digital content, UN newsletters, reports, and books; edits materials prepared by junior colleagues. - Prepare multimedia products, including video reports and creative visuals with key messages and relevant leadership engagements. - Conceptualize, manage, implement, and evaluate communications strategies and activities: - Based on the Mission communication strategy, updates and executes a strategy for publications, web, and digital media, internal outreach, and/or podcasts, with the objective of promoting awareness, understanding, support, and respect for the Mission's work and support for its mandate and priorities. - Report on communications activities, developments, trends, and attitudes and coordinate and share communication activities and guidance with other sections/components within the Mission and the leadership when appropriate. - Provide advice and expertise to managers, senior officers, and staff on a range of communicaton issues, methods, and approaches. - Digital producers/editors with detailed advice on story ideas, video shoots, treatment, and guidelines before coverage. - Identifie and seek new opportunities for advancing the Mission, anticipate and resolve communications/public relations issues/problems on substantive matters. - Oversee internal communication analysis and adapts editorial and outreach priorities accordingly. Strengthens partnerships: - Fluency in digital communication with a strong understanding of social media and keep abreast of changing developments, trends, and technologies. - Arrange interview and/or background briefings with senior Mission officials for video explainers and messages. - Develop contact list and a successful process of communicating and maintaining regular contact and close collaboration with relevant stakeholders. - Respond in a timely fashion to mis/disinformation that could impact negatively on the public perception of the Mission, etc. - Develop partnerships and represent the Head or Deputy Head of the Section in meetings/conferences, speaking engagements related to internal communication strategy/issues. - Develop initiatives to raise understanding within the mission by organizing and/or participating in seminars, lectures, and meetings on major issues and events concerning substantive matters in the organization. In consultation with the supervisor, develop strategic partnerships with key constituencies to elicit support for and maximize the impact of internal communication objectives of OCOS. - Serve as a principal liaison to governmental bodies, private sector organizations, educational organizations, international organizations, on substantive internal communication matters. - Represent OCOS in meetings and conferences; fulfils speaking engagements, makes presentations to groups on Mission’s activities, and advocates for issues of concern. - Assist the Chief of Staff in her coordination role within the Mission including for addressing mis/disinformation issues and for creating a respectful work environment. - Build communication capacity and team management: - Manage the day-to-day OCOS multimedia/communication operations including participating in the coordination of substantive and administrative activities of the section, interpreting and disseminating policy, providing procedural advice, improving reporting systems, handling operational and administrative queries, preparing budget submissions, establishing and/or coordinating training programmes and monitoring and evaluating results. - Provide clear directions that are translated from organizational strategy. Encourages others to pursue development opportunities and creates genuine learning opportunities for them. - Supervise internal communication/ information perspective within the Mission to achieve the outputs and quality assurance of activities; required resources, priorities, timelines, and performance benchmarks. Monitors progress and takes timely action and/or decisions to ensure objectives are met. - Performsother related duties that may be assigned.

An advanced university degree (master’s degree or equivalent) in communication, journalism, international relations, media, or related field is required. A first-level university degree, combined with qualifying experience, may be accepted in lieu of an advanced university degree.

Work Experience

At least seven (7) years of progressively responsible experience in public information, journalism, international relations, or related areas is required. Experience in producing multimedia content is required. Experience in coordinating or managing a multi-cultural team is required. Experience working as a Communications Officer (or similar) in the United Nations Common System or a comparable international governmental organization in a conflict or post-conflict setting is required Previous work experience addressing or in a context of mis/disinformation is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in English and French, both oral and written, is required.
