UNICEF is looking for a consultant who will support these efforts by developing and implementing a Talent Management (TM) Strategy for Leaders in emergencies. The consultant will consult and will work closely with a range of stakeholders, including the Division of Human Resources, Office of Emergency Programmes, Region/Country Offices, Global Shared Service Center, other UN entities.

How can you make a difference?

The Consultant will be responsible for developing a consolidated TM strategy for leaders in emergencies that comprises: (a) Enhanced induction, (b) Handover mechanisms, (c) Training packages, (d) Succession Planning.

Key deliverables:

Project Planning and Management:

  • Develop workplan, including deliverables, timeline, KPIs
  • Provide regular updates to manager and other stakeholders
  • Prepare regular communication and reports
  • Identify relevant internal partners
  • Monitor project implementation
  • Map existing resources and tools on leadership
  • Develop governance and consultative mechanisms
  • Ensure availability and accessibility of all resources/tools to leaders, HR community and other stakeholders

Needs and Gaps analysis:

  • Conduct needs analysis based on existing cadre of leaders, existing tools/resources/mechanisms and on current trends in humanitarian/emergencies context
  • Conduct gaps analysis, based on review of existing tools/resources/mechanisms

Talent Management Strategy:

  • Prepare TM strategy in line with trends in humanitarian/emergencies context
  • Develop deliverables and clear outputs for each element of the TM strategy (as outlined in a, b, c, d)
  • Ensure synergies and complementarities between existing programmes and tools

Induction, Handover, Training and Succession Planning, including outreach:

  • Develop induction mechanism for leaders in emergencies and ensure sustainable process
  • Develop handover mechanisms in emergencies context and ensure sustainable process
  • Identify learning/training packages for leaders in emergencies (and/or curate learning packages) to reduce their learning curve, to enhance the Organization’s duty of care-when deployed to emergencies
  • Conduct leadership’s skills mapping, identify gaps and develop mechanisms to ensure solid succession planning, including outreach strategy to diversify profiles and to build a pipeline of diverse leaders in emergencies

To qualify as an advocate for every child you will have…

  • Advanced university degree in Human Resources Management, Business Administration, Law, International Relations or related areas
  • At least 10 years of experience in Human Resources Management, Business Administration, Law, International Relations or related areas
  • Experience in learning, staff development, instructional/programmes design is an asset
  • Experience in leadership development, organizational design and development is an asset
  • Strong understanding of knowledge management and information sharing is an asset
  • Excellent drafting skills and ability to efficiently capture and present information
  • Experience in emergency context is an asset
  • Previous experience with UNICEF is an asset
  • Fluency in English is required. Knowledge of another official UN language (especially French, Arabic, Spanish) is considered as an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
