- 1. Purpose of consultancy

The main objective of the consultancy is to prepare – in close collaboration with the WHO/Europe WAC team - for and facilitate the process of updating the WHO/Europe guidance on heat–health action planning, specifically to undertake preparatory work that serves as the basis for conceptualizing the update process.

2. Background

The WHO European Centre for Environment and Health (ECEH) through the Water and Climate Programme (WAC), supports Member States in improving health preparedness, planning and response to extreme weather events due to climate change, including heat. WHO ECEH aims to strengthen the implementation of regional commitments and initiatives on heat health action planning and promoting health sector engagement to increase the resilience and adaptive capacity of health systems.

To support enhanced heat health prevention and response across the WHO European Region, a second, updated edition of the WHO/Europe heat–health action planning guidance document will be developed. It will provide an international, evidence-based point of reference for effective protection from adverse health outcomes related to heat that informs national and local policymaking.

3. Deliverables

Deliverable 1: Undertake a mapping of key stakeholders and experts that should be invited to contribute to the update process; the mapping of key stakeholders and experts conducted and summarized in a stakeholder/expert map

Expected by: 15 September 2022

Deliverable 2: Identify and liaise with all potential stakeholders and experts to confirm their interest to become involved in the update process; Relevant stakeholders and experts identified, and their possible interest confirmed and documented Expected by: 15 October 2022

Deliverable 3: Develop draft terms of reference for the members of the project groups overseeing and supporting the update process – the WHO advisory group, the document development group and the external review group:

3a) Prepare draft terms of reference for the members of the project groups for review by the WHO responsible officer

3b) Prepare final terms of reference Expected by: 15 November 2022

Deliverable 4: Establish an overall project management and communication structure, specifically by preparing a project document that describes the scope of update process, including anticipated milestones, timelines and responsibilities, as well as communication needs: 4a) Prepare draft project document for review by the WHO responsible officer Expected by: 15 October 2022

4b) Prepare final project document Expected by: 15 November 2022

4. Qualifications, experience, skills and languages

Educational Qualifications

Essential: undergraduate degree in environment and/or health science, or another equivalent technical or scientific discipline Desirable: advanced university degree in environment and/or health science, or another equivalent technical or scientific discipline

Experience

Essential: at least two years relevant experience of work on climate change, heat and health Desirable: work experience in WHO or another international public health organization

Skills/Knowledge

  • Report-writing skills (in English).
  • Coordination and presentation skills

Languages

  • Very good knowledge of English in written and oral communication.
  • Working knowledge of German, French and/or Russian would be an asset.

5. Location

The consultancy will be a combination of on-site and offsite work.

6. Remuneration

Band A. Remuneration is based on classified requirements of the terms of reference of the individual consultant contract with related academic and professional experience applied for the grade in accordance with WHO’s consultant’s pay band range.
