Objective:

The objective of the consultant’s work is to provide technical support to MoETE and strengthen its capacity to prepare a credible education sector plan by effectively coordinating policy dialogue between key education stakeholders (including LEG members) and shepherding the process of discussion and development of a feasible plan of actions, which addresses key issues to improve equity and quality of education from pre-primary to secondary education, while addressing the impacts of COVID-19 on education. The process will build on the technical support provided by UNICEF to build the capacity of MoETE on sector analysis and strategic planning.

The Consultant will support coordination of MOETE staff and other government actors, coordination of development partners, and policy dialogue leading to meet fundraising goals. The consultant will also coordinate the preparation of the GPE Parnership Compact, the process of ESP appraisal, and will prepare the submission for the GPE ESPIG grant.

The consultant will be seconded to MoETE, therefore, a key goal of the consultancy will be to ensure that MoETE develops a high level of ownership of the process and effectively communicates the main objectives and actions of the plan to other government actors, donors, civil society, UN and general public.

Methodology:

Nature of the secondment: The consultant will be seconded to MoETE, reporting to the Deputy Minister assigned as focal point for GPE/ESP, and liaising with UNICEF – the coordinating agency and LEG Co-Chair- and reporting to the Chief of Education on the UNICEF side. The consultant will be assigned a desk at MoETE to facilitate her coordination role and to be able to effectively support the Deputy Minister. The consultant will support inter-ministerial coordination and cross-sectoral work as needed, in order to developing robust actions/plans in the context of ESP development. The consultant will also facilitate and support to quality assure the work of Cambridge Education, the team currently conducting the ESA and contracted to produce the ESP.

The consultant will coordinate the different education stakeholders on behalf of MoETE to ensure that the new ESP is:

  • Guided by the overall vision of the Egyptian education reform (Education 2.0)
  • Strategic for achieving rolling out the reform with equity and sustainability
  • Focused on equity and acceleration of SDG4: 12 years of inclusive and quality education
  • Evidence-based
  • Achievable (based on an analysis of the current trends and thoughtful hypotheses for overcoming financial, technical, and political constraints to effective implementation)
  • Sensitive to the context (addressing the opportunities and challenges specific to Egypt)

The consultant will support the above-mentioned tasks with part-time dedication (40%).

Overall Coordination and Reporting

  • Liaise with UNICEF to jointly coordinate the different actions necessary to complete ESP and submit ESPIG, included but not limited to data collection, securing attendance of MoETE staff to technical workshops, facilitating communication at Ministerial and Deputy Minister levels, engagement of development partners, securing rooms at MoETE and arranging logistics for meetings and production of documents.
  • Submit monthly reports to UNICEF on ESP development progress, including bottlenecks and mitigation procedures

Support to the Local Education Group

  • Support the celebration of regular Local Education Group (LEG) meetings, to keep the LEG engaged during the ESP process, this includes policy dialogue in preparation for the meeting and obtention of clearance on agenda and materials to be presented during the meetings
  • Participate in the LEG meetings
  • Share updates and facilitate discussions of the LEG when needed;
  • Minute the LEG meetings and circulate among member personnel from the MoETE, its affiliated agencies and LEG members.

Ongoing - from January 2021 to June 2022

Support the preparation of the Partnership Compact and application for the system strengthening grant

  • Support MOETE GPE focal point and UNICEF’s Chief of Education to foster policy dialogue amongst key development partners, to identify key priorities for system strengthening and policy reform.
  • Draft the partnership compact documents and obtain clearance from LEG, Minister of Education and UNICEF.

Support the Deputy Minister to Coordinate and quality assure ESP development and related documents and plans

  • Provide technical support to translate the Minister of Education’s vision into goals, policy priorities and strategic objectives of the ESP
  • Provide technical support to develop the programme design with clear goals, objectives linked to ESA issues
  • Provide technical support to develop the monitoring and evaluation plan with clear results targets, indicators and reporting system
  • Provide technical support to the development of the cost and financial plan linked to MoETE annual budget
  • Provide technical support to develop the operational plan and implementation management arrangements associated with ESP development
  • Provide technical support to revise and finalize the ESP based on the feedback and recommendations from MoETE and LEG members, and address comments from initial assessment by the GPE Secretariat
  • Review and provide feedback to ESP chapters developed by Cambridge Education and ensure that the chapters receive clearance and comments from MoETE
  • Ensure that sufficient and necessary inputs are prepared to complete the application for the multiplier GPE grant.

By April 15th 2022

Development of the Multiplier- Education Sector Plan Implementation Grant (Multiplier-ESPIG) Application using materials produced for this end by the firm responsible for development of the ESP

  • Coordinate the process of ESP independent appraisal
  • Coordinate within the MOETE and other relevant ministries and governmental institutions for their inputs and feedback on the Multiplier-ESPIG application development process
  • Prepare the Multiplier-ESPIG application
  • Ensure internal buy in and ownership of the MoETE of the Multiplier-ESPIG application.

By June 30th 2022

Duty Station

The work modality will be in-person work in MoETE (Cairo), with limited travel to targeted governorates, as per needed. Work at UNICEF offices in Cairo will be facilitated regularly and whenever needed to support the coordination role of the consultant.

To qualify as an advocate for every child you will have…

  • Advanced degree (PhD or equivalent) in education, public administration, public policy, project management or other relevant field.
  • At least 20 years of professional work experience in development or government field with specific focus on Education and/or working with international organizations.
  • At least three years of international work experience in education/development
  • Fluency in English and Arabic is a requirement.
  • Experience in development of education sector plans and GPE processes
  • Experience in government as policy advisor or coordination of development partners

CONDITIONS OF WORK

The consultancy does not require any office arrangement since the contracted consultant will be mainly working remotely from the Ministry of Education and Technical Education (MOETE) premises.
