Terms of Reference for Rehabilitation of Water and Wastewater Systems in Golestan and Sistan and Balouchestan Provinces

Type of Assignment: Individual (Only for Iranian Nationals)

1. Background

Successful completion of this assignment will contribute to the objectives of activity 4. Support the emergency response to natural hazards and outbreaks, of the work plan 2020-21 with the Ministry of Energy (MoE).

2. Objective

The damages to the critical water and wastewater facilities and their poor performance in the affected areas was not unique to recent floods in the country. Iran is prone to natural disasters and this necessitates greater attention to further enhance the resiliency of water and wastewater infrastructures in high risk areas, to enable them to withstand similar disasters.

The overall objective of this project is to assist recovery and rehabilitation of damaged infrastructures in Sistan and Balouchestan province and the Savar water supply complex at Kolaleh district, Golestan province, while considering the risk-informed planning and Disaster Risk Reduction approach, and providing technical support for building back better and improving the resiliency of water and wastewater infrastructures in these affected areas.

This consultancy will provide:

1. technical and engineering support to conduct a detailed infrastructure resiliency assessment for the identified locations and prepare a guidance paper for safe and resilient infrastructure; and
2. technical and engineering support for monitoring and supervision of the projects.

3. Methodology and Technical Approach

In line with objective (a), this consultancy is aimed at rehabilitating water and wastewater systems in the affected areas of Golestan and Sistan and Balouchestan provinces damaged by the March-April 2019 floods. Considering the mentioned concerns and to ensure the requirements of risk-informed planning and the Disaster Risk Reduction approach, the project has been defined to cover prioritized interventions as well as technical support in terms of assessing and improving the resiliency of water and wastewater infrastructures in the affected areas. To this end, the project includes- but will not be limited to- three main activities:

1. • Infrastructure resiliency assessment
   1. Collect technical information about the affected or damaged infrastructure due to the flood;
   2. Perform an infrastructure performance analysis while considering the important design indicators, in order to determine the extent of vulnerability of the infrastructure;
   3. Analysis and assessment of damaged physical infrastructure and facilities;
   4. Estimate the increased vulnerability of water and sewage facilities after the spring 2019 flood;
   5. Provide a facility resilience model; and
   6. Review and perform quality control of the study results and provide possible solutions for improvement.
2. • Repair/reconstruction and rehabilitation
   1. Provide the best possible solutions to implement the project;
   2. Monitor project safety criteria in all stages of implementation according to the rules and instructions of workshop protection and safety; and
   3. Provide a project implementation schedule
3. • Monitoring, quality assurance and project supervision
   1. Conduct continuous inspection and monitoring of the project implementation, according to the technical design;
   2. Conduct continuous quality control of materials used in the project to prevent the use of non-standard materials and materials contrary to the technical specifications reflected in the contractor’s contract;
   3. Perform project documentation and prepare monthly reports according to the format requested by UNICEF or with the approval of UNICEF, and the criteria and technical criteria and instructions of the Management and Planning Organization and other valid standards; and
   4. Provide technical and engineering support in the implementation process and senior project supervision.

4. Activities, Deliverables, Indicators, Timeframe, and Schedule of Payment

Activity#1: Conduct an infrastructure resiliency assessment

Deliverable:

1. Infrastructure performance analysis and evaluation of damaged physical infrastructure and facilities

2. Facility resilience model;

3. Possible solutions for improvement

Indicator: Availability of an analytical report including the resilience model and the solutions

Timeframe: 20 days

Schedule of Payment: % 20

Activity#2: Repair/reconstruction and rehabilitation

Deliverable:

1. Project implementation schedule;

2. Project safety report

Indicator: Availability of an implementation schedule, and project safety report

Timeframe: 30 days

Schedule of Payment: % 40

Activity#3: Monitoring, quality assurance and project supervision

Deliverable: 2 monthly progress reports, and a final project report

Indicator: Availability of 2 progress reports and a final report

Timeframe: 40 days

Schedule of Payment: % 40

Total number of required days: 90 days

N.B. All reports and presentations should be submitted in English and Persian

The final deliverable of part b, subject to which the last payment will be made, should include an English executive summary and a PowerPoint with key findings/recommendations of the consultancy.

5. Management and Organization

5.1. Management: The Consultant will work under the direct supervision of the UNICEF Emergency Officer. The responsible government partner is the Ministry of Energy.

5.2. Travel: Duty travel of the individual consultant for implementation of the consultancy within the country shall be included as part of all-inclusive quotation (lump sum) in which case the individual consultant will be responsible for his/her travel arrangement.

5.3. The Consultant will be responsible for organizing and coordinating all meetings with the counterparts as required.

6. Conditions of Work

The consultant shall use his/her own facilities to manage the work, but, where circumstances demand otherwise, shall be allowed to make use of available UNICEF office space, computer and internet facilities with prior notification and arrangement with the supervisor and UNICEF Admin/ICT. The provision of these facilities by UNICEF shall be subject to their availability.

7. Qualifications

The consultant should possess the following qualifications:

• Minimum Master’s degree in Water Engineering/Civil Engineering or related disciplines.
• Minimum 5 years of working experience in the field of water and wastewater systems including field experience on rehabilitation and resiliency.
• Proven sound experience in development of project management and monitoring.
• Previous working experience with UNICEF/UN is an asset.

8. Ethical Note

All the products developed in the course of this consultancy are the intellectual property of UNICEF. The consultant may not share these products without the expressed permission and acknowledgement of UNICEF Iran.

9. Evaluation:

The minimum score for technical competency (qualification plus technical proposal) is 75. The applicant should submit a technical and financial proposal, outlining methodology, proposed technical team members, timeframe and financial breakdown.

Qualification #1: Minimum Master’s degree in Water Engineering/Civil Engineering or related disciplines

Score: Master’s degree (10 scores), PhD (15 scores), Maximum 15 scores

Qualification #2: Minimum 5 years of working experience in the field of water and wastewater systems including field experience on rehabilitation and resiliency

Score: 5 scores per year; minimum 15 scores required, maximum 25 scores

Qualification #3: Proven sound experience in development of project management and monitoring

Score: 10 scores per project management/monitoring guidelines, maximum 20 scores

Technical proposal: 35 scores

Financial proposal: 10 score
