Objective:

The objective of the assignment is to lead a group of national consultants, facilitate the technical inputs and exchanges with the MoETE and ensure timely preparation and submission of the respective outputs per agreed phase. The lead consultant will:

• Coordinate information gathering process through templates, interviews and consultations throughout the respective phases of ESP development.

• Work closely with the MoETE thematical teams/focal points to ensure timely preparation and consolidation of technical inputs to drafting various chapters of the ESP.

• Support in the timely organization of consultations and delivery of agreed outputs.

Methodology:

The methodology proposed herein is country-owned and led process, following international standards as outlined in the Guidelines for Education Sector Plan Preparation, Education Sector Plan Appraisal, and other relevant guidance and documents. The scope of work under this consultancy is clarified below:

• Organize the preparation of the summary of ESA findings.

• Consolidate the education sector’s policy vision (with reference to Education 2.0) and key policy outcomes and strategies, to be implemented through the 5-year plan.

• Ensure that MoETE thematical teams/focal points prepare technical inputs relative to ESP strategic priorities, outputs, targets, and strategies per subsector/thematic area (ECE, Basic and general secondary, technical education, …)

• Facilitate the consultation on and consolidation of the technical inputs for the ESP management framework in cooperation with MoETE officials, the Local Education Group (LEG) members and other relevant stakeholders.

• Support in the finalization of the ESP draft through collecting and consolidating additional inputs from MoETE technical teams/focal points and sharing these in a timely manner with UNESCO and UNICEF.

• Prepare and submit monthly progress reports to and ad hoc issue notes as may be required by the Steering/Higher Committee for ESP.

Based on the templates prepared and proposed by UNESCO and with inputs from MoETE focal points, ensure the drafting and consolidation of the different chapters of ESP with support from UNESCO HQ and with peer-review by UNESCO-IIEP for quality assurance

Deliverable 3: Develop the ESP M&E framework and support data collection to support the development of ESP financial framework

Support the mobilization of the national consultant for timely data collection and consolidation for the purpose of the education simulation modelling and developing ESP monitoring and evaluation framework.

Deliverable 4: Develop the management framework chapter to outline implementation arrangements with input from MOETE and LEG

Prepare a template for the preparation of the ESP management framework (Chapter VI), which will be provided by selected MoETE staff, for approval by UNESCO HQ with IIEP’s peer-review, and subsequently draft Chapter VI for MoETE and UNESCO HQ review and feedback.

Work with UNESCO in the consolidation of all ESP chapters and finalization of the ESP for review by MoETE and LEG members.

Conditions of Work:

The consultancy does not require any office arrangement since the contracted consultant will be mainly working remotely, attending meetings, and facilitating workshops with MOETE and LEG members.

To qualify as an advocate for every child you will have…

  • Advanced University degree (PhD or equivalent) in economics, sciences of education or related fields
  • Minimum of 20 years of progressively responsible and relevant professional experience in the field of education policy, planning and administration
  • Solid knowledge of Egyptian education system, as well as good knowledge of international education development and cooperation
  • Proven capacity to work as an expert in education policy development and provide constructive review of the needs and challenges in education sector
  • Sound analytical capacities, a high sense of objectivity, professional integrity and political astuteness
  • Excellent knowledge (written and spoken) of Arabic and English languages
  • Experience in the field of education sector plan development is an asset
