How can you make a difference?

The socio-economic crisis, hitting hardly Lebanon since 2019, is still creating new needs and causing different new types of vulnerabilities that are affecting all Lebanese and other populations living in Lebanon. To respond to these needs, the United Nations Children’s Fund (UNICEF) is enhancing its situational monitoring for the Lebanese population, covering all the thematic areas that are part of its mandate. As per the current strategy of UNICEF to work with and strengthen local level institutions, the field offices are focusing on working with governors’ offices. As a part of that engagement, and due to the need for better data about children for UNICEF programming as a whole, it was agreed to conduct a Sustainable Child Friendly Governorate (SCFG) assessment and road map of the governorate of Bekaa that will help guiding UNICEF and partners’ field interventions and also support the governorate to guide its own support plan to populations.

Summary of key functions/accountabilities:

In collaboration with the programme specialist, UNICEF team and relevant stakeholders, the independent consultant will:

  • After making a literature review, rolling out a survey through the conduction of in person key informant interviews with representatives from key municipalities and different stakeholders of the governorate of Bekaa including Zahle, Rachaya and West Bekaa districts with support of UNICEF staff, while other municipalities will be surveyed over the phone. 6 weeks are suggested as a timeline for this task. The revised questionnaire will contextualize the needs of Bekaa governorate. The opinions of representatives from each municipality will be assessed based on the seven categories of questions:
    • Play and Leisure
    • Participation and Citizenship
    • Safety and Protection
    • Health and Social Services
    • Educational Resources
    • Home Environment
    • Resilience
  • Analyse the findings and represent the data at municipalities and Union of Municipalities level. 2 weeks are suggested as a timeline for this task
  • Draft the assessment SCFG report. 2 weeks are suggested as a timeline for this task
  • Prepare and organize 2 days’ workshop in collaboration with the UNICEF local governance team to ideate for the envisaged roadmap. 2 weeks are suggested as a timeline for this task including the above 2 days
  • Development of the road map to be disseminated to local public institutions. 2 weeks are suggested as a timeline for this task

To qualify as an advocate for every child you will have…

Education: Holds a bachelor’s degree in social sciences, public admin, or another related field.

Experience: A minimum of five years of professional experience as below:

  • Own strong knowledge related to child rights, public and local governance.
  • Working in complex political and humanitarian contexts.
  • Experience analyzing data and information, consultation about context and affected populations.
  • Working with and understanding of the international humanitarian and development systems, including the UN system.
  • Strong written and oral communication skills, including substantive analysis and report writing skills.

Language Requirements: Fluency in English and Arabic is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
