Relevant part of UNICEF work is to engage with partners to mobilize and leverage resources, scale up development solutions and advocate for transformative changes for children rights. At the Latin American and Caribbean Region, we are expanding our spheres of influence by engaging with new key partners and strengthening our partnerships with those ones with some level of engagement already. One key partner which we expect to strengthen our relationship with is the European Union’s development branch (EU). For that matter, we are working with our country offices to develop an engagement plan with EU based in those points of encounter from our priority agendas.

**How can you make a difference?

Purpose of the Assignment** Under the overall guidance of the Regional Adviser, Public Partnerships, LAC Regional Office, and in close collaboration with the Senior Policy & Advocacy Adviser at the UNICEF Office for Relations with European Union Institutions and the Partnerships Specialist, Public Sector, LACRO, the consultant will develop a proposal for programmatic engagement with the European Union focused on the areas where UNICEF has strong alignment with EU development priorities in LAC for 2021-2027.

The proposal will be used as a key asset to support UNICEF engagement with the EU covering a comprehensive partnerships agenda including for (i) resource mobilization, (ii) leveraging financing for children and (iii) for collaboratively innovating and advocating for children´s rights. The proposal will cover those identified priority areas of engagement, considering both geographical and thematic components, to present UNICEF´s tailored high-value proposition to the EU taking into account the programmatic priorities of the EU´s development instruments, including Team Europe initiatives. The proposal should deep dive into those priority areas of collaboration identified with UNICEF during the inception stage of the consultancy.

Specific Tasks - Prepare and discuss for clearance with UNICEF counterparts the annotated outline for the document proposal (expected length of 25-30 pp. plus annexes, plus PowerPoint advocacy version). At this inception stage, the priority areas for partnerships opportunities will be identified. - Interview and collect information from relevant UNICEF staff members at country, regional and Brussels level. - Identify and document key EU strategies, frameworks and country/regional programmatic plans for 2021-2027 (MIPs). - Identify key opportunities to scale up UNICEF-EU development partnerships in the LAC region and develop a proposal that defines UNICEF´s detailed value proposition in those areas in the proposal. - Organize, prepare, and document meetings with key stakeholders. - Present periodic updates on deliverables. Prepare one feedback session with UNICEF counterpart. - Share an advanced version of the proposal for UNICEF review. Prepare a feedback session with UNICEF. - Present the key final version of the proposal to UNICEF´s Regional Office Management.

Expected Results At the end of the consultancy UNICEF will have a strong resource to support engagement with EU on development partnership opportunities at country, regional and Brussels level.

Deliverables - Structured annotated outline of the proposal for programmatic partnership opportunities with the EU in Latin America and the Caribbean, working days: 10, expected delivery date: 12 August 2022 - Advanced draft of proposal, working days: 30, expected delivery date: 12 September 2022 - Final version of the proposal (estimated length 20-25 pages), working days: 10, expected delivery date: 26 September 2022 - Presentation summarizing the main proposal contents and delivery of final documents’ files (main document and advocacy presentation), working days: 10, expected delivery date: 10 October 2022

**To qualify as a champion for every child you will have…

Education:** - Bachelor´s degree in a field related to international development is required. Candidates with higher degrees in fields related to international development will have an advantage.

Work Experience: - A minimum of seven years of professional relevant work experience in international development. - Previous professional work experience with an international development organization, the UN, UNICEF and/or EU will be an asset.

Languages: - Fluency in English is required. Knowledge of Spanish will be a strong asset.

Technical knowledge: - A good knowledge of UNICEF´s priority areas of work, preferably in the LAC Region. - A thorough understanding of EU international development institutions and funding instruments, primarily INTPA (former DEVCO).

Other skills and attributes: - Excellent skills in drafting proposals and/or strategy documents. - Ability to produce final products written and designed for an external audience. - Excellent writing skills in English. - Ability to work efficiently under tight deadlines. - Ability to review EU programmatic documents and extract relevant information. - Willingness to receive and incorporate feedback in order to finalize deliverables.

Supervision: the individual contractor will work under the direct supervision of the Regional Adviser, Public Partnerships.

Workplace: This is a home-based remote consultancy. The consultant will need to provide his/her own premises, equipment, materials, tools and resources for this consultancy. The consultant will be required to have access to Teams/Skype/Zoom to facilitate the communication required during this assignment.

Duration: This is a 3 months, part-time consultancy, expected to start on 1 August 2022.

Insurance: Prior to the beginning of the consultancy, the selected contractor must demonstrate a proof of medical insurance that must be valid for the entire duration of the contract.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (if applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
