Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.

In particular, UNICEF will work so that:

  • Every child survives and thrives -- being in good health, immunised, protected from polio and accessing nutritious food.
  • Every child learns.
  • Every child is protected from violence and exploitation, and registered at birth.

Every child lives in a safe and clean environment, with access to safe drinking water and adequate sanitation.

How can you make a difference?

UNICEF Pakistan is collaborating with national and sub-national governments and with other UN agencies are working on important and strategic data products, which are child deprivations research and Adolescent Equability Index.

The broad idea behind child deprivations chapter is to compare the existing MPI from the lens of child deprivations so evidence-based policy recommendations could be generated for addressing the needs of the children. Hence, by disaggregating the data, CCMPI (Child Centric Multidimensional Poverty Index) will inform the evidence-based child-centric policy intervention options.

The main aim of Adolescent Equality Index (AEI) is to calculate a single country and provincial indexes, and perhaps sub-indices for each domain, which would be calculated for different population groups (female adolescents, male adolescents, rural, urban, etc.) to compare their overall index value to one another within province. AEI Pakistan is proposed as a summary indicator to draw a picture of vulnerabilities and their extent.

To make a difference, you will be accountable for the following tasks and deliverables:

Specifically, this will include:

  1. Finalizing the methodology and conceptual framework for both, to identify list of indicators for which credible, consistent and timely data is available for reporting at national and provincial level
  2. Collating and computing the identified indicators and suggesting what kind of qualitative studies can complement this.
  3. Suggesting measures to overcome barriers strengthen SDGs data collection and reporting in Pakistan, to inform UNICEF/ UNDP’s programmes and initiatives to support building national capacity on SDGs data collection, compilation and reporting. This would include strengthening survey based instruments, exploring use of administrative data and promoting innovative means for generating data.

The scope of work under this concept note require a concerted, short to medium-term phased approach. Each action in the process will inform and strengthen subsequent intervention and action in the technical assistance plan. This will also require a strong coordination, collaboration efforts to ensure that process is home-grown, led and owned by the government and key departments.

To make a difference, you will be accountable for the following tasks and deliverables:

Task-1. Deliver Secondary data analysis for child derivation using PSLM and NNS Task-2. Develop the methodology and conceptual framework for Adolescent Equality Index and then developing the index Task-3. Presentation to UNICEF and stakeholders on child data collection, integration and results

DL-1.1. Child deprivations reference sheet (matrix), indicating indicators, measuring formula, data-disaggregation using PSLM (to be done in collaboration UNICEF Consultant, OPHI–and UNDP and Ministry for Planning, Development and Research (MPDR) DL-1.2. Calculating the proxy MPI using NNS and the variance on the proxy MPI using Child related domains - Rationale for selecting the child domains and indicators DL-2.1. Calculating Adolescent Index segregated into different domains, provinces and geographic (tables and graphs)- to be done in collaboration UNICEF Consultant, OPHI and other UN agencies. DL-2.2. Assist UNDP in writing the report on the results and interpretations. DL-3.1. Assist in Presentation to UNICEF PCO on SDGs data collection, integration and reporting plan DL-3.2. Presentation to Chief SDGs and Member Social Sector on SDGs data collection, integration and reporting plan DL-3.3. Presentation to relevant ministries of Federal Government (in coordination with UNICEF sections)

To qualify as an advocate for every child you will have...

  • An advanced university degree (Master’s or higher) in Project Management/Data sciences, statistics, economics, mathematics or development economics.
  • A minimum of 4 years of professional experience in the field of data analysis, data cleaning, data modeling, research and economics.
  • Ability to handle National and sub-national level data and Liaise/Coordinate with PBS and provincial Bureaus.
  • Develop briefs and presentations on findings.
  • Have Clear understanding of survey data and administrative data.
  • Ability to triangulate data from different micro data sets.
  • Expert in application of statistical techniques to ensure data reliability.
  • Experience in handling large, national-level data sets including microdata of MICS, PSLM/HIES, labour force survey, Pakistan Demographic and Health (PDHS) etc.
  • Experience in developing data analytical frameworks, Index especially for large surveys and studies.
  • Experience of meaningfully engaging with federal and provincial ministries and government departments.
  • Fluency in English and Urdu is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

  • HEC Attested and verified degrees are a pre-requisite for employment at UNICEF. During the recruitment process candidates will be required to present attested and verified degrees.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables.
  • UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of theconsultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
