ORGANIZATIONAL CONTEXT

Sudan Country office Procurement Unit comprises three sections: Procurement CBT, Works and Constructions, and Food Procurement related activities. The increasing activities related to CBT and the Tigray crisis resulted in several new upcoming engineering projects. These projects include but not limited to the construction and renovation of WFP Country Office/ Area Offices, guest houses, warehouses/logistics hubs, primary health clinics, camps, bridges, road improvement works and borehole drilling works.

The incumbent will directly report to the Head of Procurement, providing leadership in managing the Works and Constructions section.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Oversee, consolidate, review and monitor all procurement plans and requests of all construction projects and services as well as Non-Food Items and services in the WFP Sudan Country office, including management of lease agreements across the country.
  2. Conduct first level reviews of all procurement workflow documents such as (Purchase Orders, Financial analysis, Expression of Interest, Request for Proposals, Invitation to Bid, Request for Quotations, Request for Information, Long-Term Agreements, Formal Evaluation Panel (FEP) Minutes, waiver forms, Note for Records, Procurement and Contracting Committees (PCC) minutes, Service requests, shipping instructions) amongst others as prepared and documented by client unit and Procurement team prior to the Head of Unit approval.
  3. Guide the evaluation process to ensure compliance with procurement rules and adherence to the processes set forth in this Manual while ensuring that different options and outcomes are considered.
  4. Advise requisitioning units and recipient entities both at country office and area offices on the full range of procurement issues, providing support and guidance at all stages of the procurement cycle in compliance with WFP procurement corporate guidelines and policies.
  5. Prepare/oversee and participate in the preparation and distribution of invitations to tender and manage/conducts all bid/proposal evaluation aspects.
  6. Oversee and support in pre-bids, kick-off meetings jointly with the client units after award of Contracts/LTAs.
  7. Oversee adherence to contractual agreements, recommends amendments and extensions of contracts, and advises concerned parties on contractual rights and obligations, including regularly holding meetings and consulting with client units to address queries and issues and provide feedback on the procurement status.
  8. Closely monitor Long Term Agreements (LTA) registry to ensure that all LTAs are renewed and new tenders launched in a timely manner as well as hold quarterly meetings with various LTA holders-suppliers.
  9. Take the lead in negotiations with the suppliers in accordance with the WFP Corporate guidelines under the guidance of the Head of Unit.
  10. Manage contracts during the post-award period by monitoring completion timelines and approved contracted budget, ensuring key performance indicators are documented and tracked, including meeting with vendors to discuss performance issues that may have occurred.
  11. Conducts market research to keep abreast of market developments. Research and analyze statistical data and market reports on the emerging suppliers, new sources and locations, economic situation, production patterns and availability of goods and services to acquire market intelligence, increasing competitiveness and quality of the tenders received.
  12. Ensure timely upload documents on the SharePoint folders and update of the electronic registry for ease of reference/retrieval and audit purpose.
  13. Guide and supervise staff, acting as their point of referral and supporting them with analysis, reporting and response to queries, and supporting them in career development growth.
  14. Working closely with other units in the close-functional working groups, e.g. construction committees, to ensure procurement provides the support and guidance as may be required.
  15. Keep abreast of best practices and makes recommendations for continuous process and policy improvements.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant fields, or First University degree with an additional relevant work experience and/or training/courses.

Work Experience:

At least 5 years of postgraduate professional procurement experience, specifically working as Procurement Officer in the area of Construction /Engineering or other good and services.

Knowledge and Skills:

  • Knowledge of market assessment
  • Ability to establish priorities and to plan, coordinate and monitor own work plan
  • Excellent analytical skills with the ability to compile, analyse and interpret quantitative and qualitative data, prepare reports and draw conclusions and recommendations
  • Knowledge of relevant service providers and in vendor management
  • Strong interpersonal skills
  • Good command of MS Office
  • Willingness to travel to remote regions, if necessary, on short notice

Language:

Excellent written and spoken English. Knowledge of Arabic would be considered an advantage
