Purpose of the Assignment

UNICEF Latin American and the Caribbean (LAC) Regional Office in Panama is looking for a consultant with expertise in Humanitarian training / capacity development. Under the overall guidance of the Reg Emergency Advisor (REA) and in collaboration with the Emergency Manager, the consultant will undertake the preparation and implementation of ad-hoc humanitarian trainings and/or other capacity development activities like webinars, simulations or others, following LACRO Emergency Unit indications, for specific audiences including: COs’ Representatives and Deputy Representatives, LAC regional response roster (RRR) members, Humanitarian Champions, LACRO Emergency Specialists and regional response team (RRT) members. The mentioned trainings sessions will include subjects like CCCs, Emergency Procedures, EPP platform, among others. The preparation and implementation of each training session will require an average of 3-5 working days, including the elaboration of a final report with key follow-up actions.

NOTE: The incumbent will remain available for a total of 20 working days during 2022, to carry out a number of capacity development activities, as per LACRO request. The contract could be amended, should new necessities arise during the contract period.

Specific Tasks

The main task of the assignment is to prepare and conduct an estimated number of three (3) training sessions and/or other capacity development activities (i.e. webinars, simulations, etc.) during 2022, based on ad-hoc requests by LACRO Emergency Unit, in collaboration with the team and relevant colleagues from other LACRO sections. The sessions will include: CCCs, Emergency Procedures, EPP platform, based on emergency related soft and technical skills adapted to the specific groups of audiences, considering the diversity of learners and groups of learners. The learning material should adapt to each specific groups.

After the implementation of each capacity development sessions, the incumbent will prepare a report with key information on the development of the activity, the results achieved and any particular issue to be flagged for future follow-up (i.e. specific audience’s members issues, etc.).

Finally, the consultant will support LACRO on the contextualization and/or adaptation of at least three other humanitarian related training modules produced by UNICEF HQ, to use them for capacity development in the LAC region, based on the needs and the demand expressed by the above-mentioned audience. This may include the ad-hoc elaboration of some specific part of the modules, if it doesn’t exist within the available resources of the regional and the global level.

The consultant is expected to achieve the following results:

1. Develop a plan and resources/materials for each specific capacity development session (training, webinar, simulation or other) requested by LACRO Emergency Team, including an adaptation and contextualization of the learning material to each of the audiences.
2. Implement an estimated number of three ad-hoc capacity development sessions, including trainings, webinars, simulations or others, for specific audiences, as per the requests of LACRO Emergency Unit.
3. Produce a detailed report for each of the capacity development sessions carried out, including agenda, resources/materials utilized, results achieved, key lessons, recommendations for improvement and recommended follow-up actions for the audience.
4. Adaptation and contextualization of at least three training modules elaborated by UNICEF HQ, to be used for capacity development in the LAC region.

Minimum Requirements and Qualifications

Education

Master’s degree in international affairs, relations, disaster management, human rights, economics, business, political science, Learning & Development or other relevant fields.

Work Experience

• At least 5 years of experience in humanitarian action in international context and in Learning & Development. • Strong facilitation skills and track record in learning needs assessment and in the design and implementation of learning and development sessions, including learning impact assessment is required • Good understanding of the humanitarian action and development context in Latin America and the Caribbean region. • Familiarity with UNICEF internal procedures in emergency contexts, preparedness and response is highly valued. • Knowledge and technical expertise in one or more of UNICEF areas of global sectoral responsibility is an asset.

Languages

Fluency in English and Spanish (written and oral) is required.

Technical knowledge (if applicable)

• Professional technical knowledge and expertise in emergency preparedness and humanitarian learning. • Knowledge of UNICEF programme work in the LAC Region in the areas of emergency programmes and humanitarian action, is an asset.

Other skills and attributes (optional)

Administrative details

Supervision

The consultant will work under the direct supervision of the Regional Emergency Advisor and in close collaboration with the Emergency Manager.

Workplace

This is a home-based consultancy.

Duration

This consultancy will have a duration of 20 work-days over 9 months.

Consultancy Contracts are only issued to one individual. Should an applicant work with a team of consultants, he or she is responsible for his/her team.

Travel

Travel is not foreseen for this consultancy. If needed, travel will be covered by UNICEF as per policy.

• Travel costs will be estimated and added to the contract once they are determined based on UNICEF Financial Rules and Regulations.
• For agreed country visits, the contractor/consultant will be responsible in administering their own travel. UNICEF will reimburse travel related expenses based on actual costs or on the below criteria whichever is lower and upon presentation of receipts.
• Any travel involved should be budgeted according to UN Travel Standards as a ceiling.
