Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.

In particular, UNICEF will work so that:

• Every child survives and thrives -- being in good health, immunized, protected from polio and accessing nutritious food.
• Every child learns.
• Every child is protected from violence and exploitation and registered at birth.
• Every child lives in a safe and clean environment, with access to safe drinking water and adequate sanitation.

How can you make a difference?

General Assembly resolution 72/279 elevates the United Nations Development Assistance Framework (now renamed the United Nations Sustainable Development Cooperation Framework) as “the most important instrument for planning and implementation of the UN development activities at country level in support of the implementation of the 2030 Agenda for Sustainable Development (2030 Agenda).” Given the ambition of the 2030 Agenda and the urgency of its timeline, the resolution represents a significant shift. The Cooperation Framework now guides the entire programme cycle, driving planning, implementation, monitoring, reporting and evaluation of collective UN support for achieving the 2030 Agenda. The Cooperation Framework determines and reflects the UN development system’s contributions in the country and shapes the configuration of UN assets required inside and outside the country.

In this relation, UNICEF Pakistan Office will be coordinating with UN One Programme as one of the lead partner in carrying out the Common Country Analysis 2020-21. The UN Common Country Analysis (UN CCA), which underpins the Cooperation Framework, shifts from a one-off event to a “real-time” core analytical function. It is intended to be more agile and reflective of evolving country contexts.

To support the CCA process, there is a need to take stock of programmatic environment and contextual changes since the inception, including a review of progress toward the achievement of outcome level results and child related SDGs. With instrumental changes in the political and economic milieus, it is pertinent to gauge current situation of children, adolescents and women in the country. Therefore, CCA report is needed to elicit and build upon new and emerging information to assess progress made toward achievement of outcomes as well as coordination with UN agencies working in Pakistan.

UNICEF Pakistan is looking for a consultant to undertake the Pakistan Common Country Analysis (CCA). The CCA is one of the critical and first steps to kick start the preparation of any UNSDCF and provides an independent, impartial and collective assessment (description of what is happening) and analysis (a description of why it is happening) of the country's situation.

The CCA has three main phases: (i) Analysis; (ii) Effective engagement with the Government, civil society, key development partners and stakeholders; and (iii) Drafting of the CCA

The CCA will be informed by the principle of “leave no-one behind” and generate evidence and data disaggregated not only by income, gender, geography and age, but also on other grounds such as discrimination prohibited under international law. The social, cultural, economic, political, legislative and other systemic drivers of exclusion will be examined and described. The CCA should underline Pakistan’s progress towards achieving Agenda 2030 and provide an analytical overview of the status and progress on the SDGs. The CCA should reflect on existing policy tools ranging from planning, budgeting and political instruments that last beyond short-term planning and meet the ambitions of SDGs.

The main purpose of the CCA is to have a fresh synthesis of the new and updated statistics on key child-related indicators, national policies, legislation, current trends and new research and analysis generated over the past few years. It aims to have a crisp and well-rounded analysis of the prevailing disparities with a focus on the situation of boys and girls and women. It intends to inform the MTR process as well as the remaining duration of the CP to focus better on reducing inequities in child outcomes. Furthermore, the SitAn update will also guide programme revisions and policy-making processes for the subsequent years. All UNICEF programmes and senior management will be the key audience of the report. However, it will also serve UNICEF partners, individuals and organizations in their child-related research and analysis needs.

To make a difference, you will be accountable for the following tasks and deliverables:

• A desk review of documents, finalization of work plan, methodology and timelines scoping discussions with relevant programme staff and UN agencies.
• Information collection and analysis; Preparation of draft report including draft provincial infographic sheets,
• Data related meetings and products and processes or additional products/support to existing work; A number of specific parallel processes around/different to the CCA process,
• Final Report

Deliverables

• Work plan as per UNICEF standards
• Desk review, Data collection from UN entities and Draft CCA report
• Specific products as instructed by the supervisor
• Final CCA update report after incorporation of all comments (around 20-30 pages)

To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s or higher) in the social sciences;
• A minimum of four (4) years of research and other relevant professional experience; in conducting situation analysis or other similar work such as equity-focused situation analysis; bottleneck analysis, capacity gap analysis etc.); preference will be given to the experience of working on a SitAn report.
• Institutional knowledge of the UN and UNICEF is highly preferable.
• The breadth of knowledge on child-rights, equity, adolescents and women’s issues;
• Proven experience in handling primary and secondary data;
• Proven experience in data analysis and writing evidence in English - based analytical reports and papers on children and gender issues;
• Extensive experience in designing and managing complex reviews and researches at the national and international level;
• Knowledge of human rights-based approach to programming;
• Excellent communication, coordination and facilitation skills;
• Fluency in English and knowledge of a local language is required.

NOTE:

• Applicants are requested to submit a financial quotation indicating monthly fee as part of the application against each deliverable.
• During the recruitment process candidates will be required to present attested and verified degrees.
• At the time the contract is awarded, the selected candidate must have in place current health insurance coverage with medical evacuation.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
