Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.

In particular, UNICEF will work so that:

• Every child survives and thrives -- being in good health, immunized, protected from polio and accessing nutritious food.
• Every child learns.
• Every child is protected from violence and exploitation and registered at birth.
• Every child lives in a safe and clean environment, with access to safe drinking water and adequate sanitation.

How can you make a difference?

The primary purpose of this assignment is to conduct a human-rights based and equity-focused situation analysis (SitAn) of children with disabilities with respect to a disaggregated assessment of the status of and trends in the realization of children’s rights (CRC and CRPD). In addition, the SitAn intends to gain a deeper understanding of the immediate, underlying structural causes, issues of stigma and discrimination, other socio-cultural factors that prevent children with disabilities from enjoying all their rights, and the interrelated roles of duty-bearer institutions.

The SitAn aims to highlight disparities and vulnerabilities and to investigate notions of the rights of and attitudes towards children with disabilities. It will also highlight the existing gender disparities. Therefore, it aims to contribute to identifying areas where the achievement of national and international development goals regarding these children can be accelerated, including sustainable development goals (SDGs), and to assess the extent of the inclusiveness of policy delivery and social protective measures, including social budgeting. The findings and recommendations that stem from the SitAn will inform evidence-based planning and decision making by all stakeholders and will also identify concrete interventions to improve the lives of children with disabilities in Pakistan.

To make a difference, you will be accountable for the following tasks and deliverables:

Tasks:

• Inception Report that includes detailed workplan (schedule of activities and timeline), detailed methodology, and desk and data review—review of documents and data, scoping discussions with relevant programme staff in collaboration with the international consultant
• Data collection and analysis through key informant interviews with relevant stakeholders and children with disabilities, and their parents and caregivers. Also, conduct focus group discussions with children with disabilities and their parents/caregivers (considering the COVID-19 situation)
• Preparation of draft report in collaboration with the International consultant
• Validation meeting to discuss the first draft of the report. Final comprehensive SitAn report and presentation after incorporation of all comments
• Dissemination of findings and recommendations to the relevant stakeholders

Deliverables:

• Inception report (08-15 pages) as per UNICEF standards
• Key informant interviews and FGDs findings summary report
• Draft SitAn report
• Final SitAn report after incorporation of all comments
• Presentation/dissemination workshop(s) to relevant stakeholders

To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s or higher) in in social science, social research or related area. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
• A minimum of 4 years of experience in research and other relevant professional experience; in conducting situation analysis or other similar work such as equity-focused situation analysis; bottleneck analysis, capacity gap analysis etc.); preference will be given to those with experience of working on a SitAn report;
• Demonstrated knowledge, expertise and experience with work on social inclusion, gender, and children with disabilities;
• Breadth of knowledge on child rights, disability, and women’s issues in Pakistan;
• Proven experience with conducting social research utilising quantitative and qualitative data analysis, with solid experience of conducting interviews regarding potentially sensitive issues;
• Proven experience in data analysis and writing evidence-based analytical reports and papers addressing child and gender issues;
• Extensive experience in designing and managing complex reviews and research at the national and international level;
• Knowledge of human rights-based and equity-focused approach to programming;
• Breadth of knowledge of the recent developments in the area of children rights in general and of children with disabilities rights in particular in Pakistan;
• Excellent inter-personal skills and experience of working with governments and other key stakeholders;
• Excellent communication, coordination and facilitation skills;
• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset

• HEC Attested and verified degrees are a pre-requisite for employment at UNICEF. Candidates will be required to present attested and verified degrees.
• At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
