  1. Context

The humanitarian situation in the Democratic of the Congo (DRC) continues to deteriorate due to the activities of armed groups, intra- and inter-ethnic/communal violent conflicts, epidemics, natural disasters, and food insecurity. In addition, the pandemic of COVID-19 has impacted existing humanitarian needs and the activities of humanitarian actors. According to the 2020 revised Humanitarian Response Plan (HRP), the number of people in need of humanitarian assistance has been increased from 12.8 million in 2019 to 25.6 million in 2020. Of these, 11.5 million people lack basic access to Water, Sanitation, and Hygiene (WASH) services and 18 million vulnerable persons lack protection. Furthermore, 1.8 million internally displaced persons and 947,000 returnees (between March 2019 and February 2020) have been registered, with the highest number of population movements in Ituri, North Kivu, South Kivu, and Kasai Central provinces.

To address urgent humanitarian needs of affected population, UNICEF is delivering rapid response programme (UniRR). UniRR that is characterized by its high immediate impact, rapidity, simplicity and local implementation contributes to quickly meet the vital needs of people whose survival is threatened by a humanitarian shock (preventive or reactive displacements, natural disasters, epidemics)

2.Purpose of the assignment****

Under the general supervision of the Emergency specialist- Team Lead in Goma, the Emergency Specialist (UniRR Technical Coordinator) is responsible to ensure that the UniRR program is strategically relevant, technically sound, efficiently implemented to meet UNICEF’s quality standards in order to respond to the needs of the country’s most vulnerable/crisis-affected children and their families.

3- Key accountabilities, duties and tasks

The incumbent will work on following 4 specific objectives;

Objective 1: Ensure timely and high-quality implementation of UNICEF rapid response (UniRR)

  1. Ensure that UniRR activities are of high-quality, achieved efficiently and on a timely manner with a particular attention to AAP, PSEA and fraud mitigation components
  2. Support the implementation of UniRR through the provision of technical support to partners, UNICEF Emergency staff and coordination of the response;
  3. Provide technical advice to partners and UNICEF emergency staff to enhance the quality, effectiveness and efficiency of UniRR program
  4. Ensure that tools and processes for the implementation of UniRR are harmonized across Unicef offices and partners
  5. Monitor the delivery of supply to UniRR partners and their supply chain to ensure smooth running of the project and monitor the stock availability in each supported region; ensure that forecast of supplies is regularly updated
  6. In coordination with the sections concerned, monitor of the implementation of the health and nutrition component of the UniRR program
  7. Follow up on the monitoring done by a "Third party monitoring" and use results of this monitoring to systematically improve the program
  8. Conduct a monthly analysis on implementation of the UniRR program and provide recommendations in order to adjust accordingly (including on partner capacities)

    Objective 2: Reinforce analysis on humanitarian situation and access

  9. Monitor the evolution of the Eastern DRC’s context in collaboration with UNICEF emergency staff, the security unit and management in particular in relation to security and humanitarian alerts, to the presence of armed groups, of population displacements or return, natural disaster in order strengthen UniRR early warning system

  10. Work with security specialist and emergency team to undertake a dynamic access mapping and assessment to allow delivering of UniRR in hard to reach areas
  11. Develop an access strategy for UniRR, to increase UNICEF access to hard to reach areas.

Objective 3: Build capacity of UNICEF emergency staffs and partners on rapid response

  1. Provide technical support to UniRR partners and UNICEF emergency staff in order to strengthen their capacities on rapid response
  2. Develop a capacity building plan for partners well as the UNICEF emergency section staff
  3. Develop and facilitate trainings to enhance capacity of partners and UNICEF emergency staff on rapid response as needed and follow up on training to be delivered by a third party

    Objective 4: Programme development

  4. Identify and provide recommendations on potential program development of UniRR

  5. Collaborate with the CASH Specialist and other partner to potentially introduce a cash component modality in rapid response

4. Specific deliverables:

  • Produce an operational guide for the implementing partners
  • Produce monthly analysis on the implementation of the UniRR program with specific recommendations in order to adjust the programm accordingly (including on partner capacities)
  • Produce a development plan for partners and UNICEF emergency staff on rapid response
  • Produce an access strategy of implement UniRR in hard to reach area
  • Organize two capitalization workshops (one at the beginning of the consultancy and the other at the end of the consultancy) of the UniRR experience and the lessons learned during the one-year project implementation and produce a report to be shared with partners.

    5. Location of duty

Goma, North Kivu with frequent travel to field (including Ituri, South Kivu, Maniema and Tanganyika)

**6. **Supervision, Feedback and reporting****

The incumbent is under the direct supervision of the Emergency Specialist (team lead), Goma. He/she will work in close daily cooperation with emergency officers, specialist and other sections of the country office. A weekly monitoring meeting will be organized with the Emergency specialist, Goma and an activity report every month.

7. Key qualifications and required skills

7.1. Education

An Advanced University Degree in one of the following fields: social sciences, public administration, international law, public health, nutrition, international relations, business administration or other related disciplines. Preferably combination of management, administration and relevant technical fields.

7.2. Work experience

  • Minimum of 5 years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration.
  • Operational experiences in emergency response, in particular on a rapid response programm, is mandatory
  • Complex emergency work experience
  • Specialized training and experience in emergency response management highly desirable.
  • Fluency in English and French oral and written is required.7.3. Competencies of successful candidate
