Uzbekistan Office

Under the purview of AUMCO, the UNOPS Uzbekistan Office, established in Tashkent in October 2022 supports the Government of Uzbekistan’s development efforts in the country, through the provision of effective project management, infrastructure and procurement services. At present, the office has signed and has been implementing three engagements contributing to SGD3 (Good Health and Wellbeing), while actively working with the Government of Uzbekistan and development partners in diversifying its portfolio in line with the country’s development priorities including education.

Project Information

UNOPS Uzbekistan office has a portfolio of projects supporting the Government of Uzbekistan’s efforts in strengthening the healthcare system contributing to SDG3 (Good Health and Wellbeing). Overall, the current portfolio of projects focuses on all aspects of sectoral systems strengthening, including feasibility assessments, works design and construction of infrastructure facilities across the country, including the identification of requirements for various equipment and diagnostic needs, procurement and supply of equipment and establishing an ICT system for strengthening digitalisation and monitoring of data within facilities and across the sectors such as health and education including related training and capacity building development in this regard.

Functional Responsibilities

The Construction Management Engineer, under the supervision of the Lead Construction Management Engineer, provides technical assistance and expertise for construction works and field coordination, ensuring high quality and consistency of work. They promote a collaborative, client-focused, quality, and results-oriented approach within the Project Team. Tasked with supervising, and coordinating design and construction stage works related to infrastructure development, Quality Assurance and Health and Safety aspects in a coordinated and diligent manner this role demands adherence to UNOPS policies, procedures, and practices, as well as international best practices, to ensure planned and quality-assured outcomes.

The Construction Management Engineer will be responsible for the delivery of the following functions:

1.General construction:

  • Plan and coordinate work activities.
  • Take timely action to prevent potential delays and/or cost overruns that can be avoided.
  • Report and recommend remedial actions regarding potential delays and/or cost overruns.
  • Provide supervision of project work progress and quality for on-time project delivery.
  • Monitor contractor presence on the project site, including Bill of Quantities (BoQ) as per approved contract.
  • Provide data and information about project work for reporting purposes.
  • Assist in stakeholder engagement and communication, ensuring effective timing and interdependency management of communications related to the Infrastructure works.
  • Provide a monthly report detailing all project matters including quality, health and safety, environmental and financial, as well as any issues relating to possible delays, cost overruns, variations and any other matter.

2.Feasibility study/need assessment:

  • Complete needs assessment, organize preliminary studies and monitor/supervise consultants.
  • Support the review of requests for new construction and rehabilitation works.
  • Carry out assessments and prepare reports with recommendations for follow up actions.
  • Assist in redacting the tender dossier, with particular focus to the technical documents (drawings, BoQ, technical specification and standards).

3.Design Management

  • Provide inputs to outline design requirements (e.g. timeline) to procure design services, including concept, preliminary and final stages where applicable.
  • Assist in managing the design plan ensuring deliverables are available on time, and to the required quality.
  • Prepare the BoQ for comment and approval.
  • Assist the procurement team with technical assistance in preparation of tender documentation and bid analysis where required.

4. Construction supervision

  • Supervise construction works and administer works execution as per the contractual provisions and the design specifications.
  • Ensure quantity/quality control and time schedule consistency.
  • Verify that works are consistent with the project technical specifications and inform promptly of eventual deviations.
  • Support the overall management of works implementation to ensure construction works are completed on time, within budget and to quality standards.
  • Provide regular supervision of the project work progress and quality for on time delivery.
  • Assist in the preparation of project/contracts related documentations such as periodic progress reports, site monitoring reports, stakeholder meeting minutes, engineer’s instructions and variation orders, contractor’s bills review reports, certifications, client hand-over documents and contracts close-out reports.
  • Ensure UNOPS and national Health Safety and Environment standards are adopted by the contractors.
  • Identify risks, develop mitigation solutions and escalate to the supervisors.
  • Oversee surveying works, engineering control of the works etc.
  • Coordinate national technical personnel and contractors’ personnel on the day-to-day site supervision.

5. Knowledge management

  • Providing training and technology transfer to national personnel and contractor’s personnel and advice on good construction practices, good environmental management practices, and appropriate health and safety standards during construction.
  • Contribute to the dissemination and sharing of best practices and lessons learned for development planning and knowledge building.
  • Collaborate with technical team members including but not limited to architects, engineers, project managers and quantity surveyors.

Impact of Results Deliver the project within budget, timeline and quality standards according to design specifications. The completed project will have a significant positive impact on all stakeholders and beneficiaries.

Education/Experience/Language requirements

a. Education

  • A Bachelor's degree in infrastructure-related fields such as civil or construction engineering, architecture, and/or construction management or a similar field is required.

  • A Master’s Degree in an infrastructure-related field such as civil or construction engineering, architecture, and/or construction management or a similar field will be an asset.

  • A valid driving license and ability to travel independently is required.

b. Work experience

  • Minimum 2 years of experience (with Bachelor`s) in managing or supervising construction activities related to the project requirements on a range of large and diverse construction projects is required.
  • Extensive experience implementing works under complex quality, safety and environmental management plans is required.
  • Experience in full-time site management directing engineering and technical trade staff is essential.
  • Proficiency with computers in particular design and planning/scheduling software, and other related software related to the position’s field of expertise is required.

c. Languages

  • Fluency in English is required.
  • Fluency in Uzbek and/or Russian is is an asset.

e. Additional requirements - Projects IN Controlled Environments 2 (PRINCE2) Foundation and (PRINCE2) Practitioner Certification will be considered as an asset
