How can you make a difference?

In line with the Country Programme Document (CPD), 2015-2021 and the Rolling Work Plan (RWP) 2022, the UNICEF Afghanistan Eastern Region office is supporting community-based school construction services to the children of Community Based Education (CBE) in the most deprived and hard-to-reach communities of Eastern Region (ER) with school buildings.

Purpose of Assignment:

The main purpose of this assignment is to ensure that Eastern Region (ER) education delivers quality and sustainable facilities/infrastructure in communities with no schools. The Civil Engineer, in close coordination with the relevant implementing partners and government counterparts, will be responsible for quality assurance by conducting regular supervisory visits to Community Based Education (CBE) cluster infrastructure/construction projects. This includes, but is not limited to, assessing, and establishing conformity of civil and architectural works with the design standards such as bill of quantities, technical specifications, and drawings, as well as with relevant regulations and professional norms/standards). The Engineer will routinely visit UNICEF-supported CBE cluster projects and rehabilitation across ER and provide technical guidance, monitor implementation and operation, and maintenance, and review the effectiveness and quality of the infrastructure projects in line with UNICEF and Government standards.

Under the overall supervision of UNICEF’s Education Specialist, the Civil Engineer provides technical, operational, and administrative assistance throughout the Education programming process and provides the necessary capacity-building support to Government counterparts. The engineer prepares, manages, and implements a variety of technical and administrative tasks, related to the development, implementation, quality assurance, monitoring, and evaluation of the relevant Education output results of the Country Programme. The education officer will double hat for the regular CBE program in ER with good experience in the CBE program.

Key Activities and Objectives

1. Quality Assurance for Programme implementation

1.1 Prepare a plan for Quality Assurance (QA)

1.2 Organize and conduct spot check site visits depending on the QA plan

1.3 During spot checks/ field visits, collect and share reports with partners/stakeholders highlighting critical issues, bottlenecks and potential problems for timely action

1.4 Carry out quality and quantity surveys during the site visits

1.5 Inspect quality of in-built materials in accordance with the contracted BoQ and design documents

1.6 Determine the extent and nature of defects discovered during the survey of executed works, if any

1.7 Examine building site documentation to see if the defects were noted by the engineer and instructions given to the contractor to remedy them

1.8 Determine if there are any discrepancies between the Interim Payment Certificate and inspected works in terms of installed quantities

1.9 Evaluate executed works in accordance with good practices, as well as project standards

1.10 Develop a six-monthly narrative report to present findings of QA/ spot checks and to provide recommendations for improvement of contract management

2. Programme development and planning:

2.1 Provide technical and administrative support throughout all stages of the CBE construction project by executing/ administering a variety of technical processes, preparing materials/documentation, complying with organizational processes and management systems

2.2 Collect and make an analysis of the priority intervention and rehabilitation of formal hub-schools

2.3 Review and ensure the accuracy of Bill of Quantities (BoQs) and detailed technical drawings for CBE cluster construction.

2.4 Responsible for all the technical aspects of project implementation, making sure that contractors complete and hand over project work in a timely, efficient and accurate manner with respect to standard engineering.

3. Programme management and delivery of results

3.1 Participate programme reviews and annual sectoral reviews with government and other counterparts and prepare reports on results for required action/interventions at the higher level of Programme management

3.2 Keep records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned

3.3 Support verification of the progress made by the contractor/NGOs at the time of each payment.

4. Networking and partnership building

4.1 Build and sustain close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation

4.2 Participate In EIE coordination meetings in PED and provide timely and accurate information on UNICEF-funded school construction.

Qualifications /Experience Required

  • A university degree in one of the following fields is required: civil engineering or other relevant fields. Additional relevant post-graduate courses that complement/supplement the main degree is a strong asset.
  • A minimum of two years of professional work experience in construction supervision is required.
  • Highly proficient in the project management, construction management, and education sectors, conversant in current sector thinking related to major project management and delivery.
  • Experience and familiarity with community-based education are required.
  • Knowledge of construction and rehabilitation work and sustainability management is an asset
  • Experience in school construction is strongly preferred.
  • Ability to collaborate effectively with international staff and programs, including local implementation partners, contractors, government partners, and vendors.
  • Monitoring, quality assurance, and supervision skills.
  • Fluency in English is required. Knowledge of another official UN language or the local language of the duty station is considered an asset.
  • Computer skills and proficiency in the use of Auto Cad's latest version, including internet navigation, and various office applications required.
