Overview

Provide technical and administrative support for UNICEF-EU Health projects.

You have:

  • A university degree (BSc) in Construction Engineering or related fields is required.
  • A university degree in Accounting, Administration, management, or related fields is an asset.
  • Minimum of 2 years of relevant work experience in construction management and supervision in humanitarian context is required.
  • Experience supervising Construction and Rehabilitation of Education and Health Facilities in Afar, Amhara and Tigray regions of Ethiopia is an asset.
  • Prior work experience in working with the Regional Health and Education Bureaus.
  • Good analytical, negotiating, communication and advocacy skills, report writing skills, Literacy in Microsoft and other computer systems is required.
  • Operational knowledge of AutoCAD is required.
  • Spoken and written fluency in English is required, and knowledge of the local language is an asset.
  • Ability to demonstrate Self Awareness and Ethical Awareness.

TERMS OF REFERENCE

UNICEF Ethiopia seeks to a consultant to be based in Bahar Dar (Amhara) to provide technical and construction administrative support, assessment, and coordination for the ongoing UNICEF-EU Health projects, JICA funded projects, and the GPE-STEP Construction activities, in Amhara. The consultants will also support activities in the Somali Region, and other construction related activities as assigned by the Construction Manager.

UNICEF Ethiopia recently rolled out several construction and Rehabilitation contracts and are in the process of initiating more, in the coming weeks. Primarily, the rehabilitation of 97 Health facilities across Afar, Amhara and Tigray have commenced, with very limited in-house oversight. UNICEF has also awarded contracts for the reconstructing 45 WASHin-school facilities in Somali and Afar and will in due time award contracts for the construction of 15 Secondary schools in across 5 regions under the GPE-STEP project. With all these projects ongoing and rolling out simultaneously, as well as ongoing Ops and urban construction, there is an urgent need to increase the team number to support with the coordination and supervision of the construction works and to ensure UNICEF’s direct oversight.

Main Duties and Responsibilities:

• Provide Day-to-Day coordination Supervision of all UNICEF construction/rehabilitation works in Amhara.

• Coordinate the activities of implementation of stakeholders involved with the construction/rehabilitation of the EU funded Health facilities.

• Coordinate the activities of implementation of stakeholders involved with the construction/rehabilitation of the JICA funded School’s construction.

• Coordinate GPE-STEP construction related activities, including reviewing assessment and design submittal from the LTA engineering services contractor.

• Support the solicitation of construction contractors and ensure UNICEF supported constructions/rehabilitations are done in line with the agreed terms, i.e., time and quality.

• Facilitate site progress meetings and report findings to the Construction Manager.

• Support quality supervision during the construction and rehabilitation of all assigned projects.
