Job Description

Main Purpose of the Job: The Ethics and Compliance Officer (Roving) will assist the Ethics and Compliance Manager to oversee internal controls and compliance functions across the country program, including support to the grants team to ensure that sub-grantees/partners are compliant with IRC’s and its donors’ rules and regulations and She/he is responsible for raising capacity, supervising and mentoring the implementation of the organization and DONOR polices in the different sites, provide guidance to the team.

Under the direct supervision of the Ethics and Compliance Manager, his/her responsibility will be work in the area of the capacity building to provide different ethics and compliance trainings across the country and ensuring that an appropriate control environment is in place and that standard operating procedures and IRC policies are followed and being Responsible for ensuring that program activities are properly resourced and supplies are requested on time an according the organization and DONOR rules and protocols.

Responsibilities:

- Stay informed of and ensure adherence to IRC and donor procedures and policies in relation to supply chain, finance, HR, and programs as set out in relevant IRC manuals and guidelines. - Creating and implementing a checklist for various finance, procurement, and supply chain functions. - Create an annual training plan for all employees and assist with training facilitation. - Assist in developing fraud prevention, red flags, and conflict of interest training packages and updating them as needed. - Assist the Ethics and Compliance Manager in developing local standard operating procedures (SOPs) on compliance and providing training and guidance to all staff to comply with the SOPs. - Assist the Ethics and Compliance manager to train relevant staff on the IRC compliance rules across the mission. - Maintain and update the risk register in a timely manner. - Conduct field visits where he/she provides extensive guidance, training, and support to the program and department staff on Standard Operating Procedures across all functions. - The training and field visits shall remain consistent, and the officer shall submit a field visit report upon return with recommendations per identified gaps to the Ethics and Compliance Manager. - Support the ethics and compliance team on the monthly compliance review. - To work on any other related tasks assigned by the line manager.

Qualifications

- At least 3-4 years work experience in the same or similar position (experience with an international NGO or UN Agencies) - Minimum bachelor’s degree in Law, Psycho-social or similar fields and MBA degree is preferable - Strong analytical skills in related to feedback mechanism, and similar matters
