Purpose of the role

The Compliance and Risk Officer function plays a significant part in monitoring the implementation of procedures and systems which include compliance and vouching checks, covering all NRC Lebanon activities (Programmes and Support).

What you will do

  • Ensure compliance with NRC policies, handbooks, and guidelines
  • Implement and train staff on NRC Risk and Compliance policies and procedures
  • Provide daily follow up on all related activities
  • Promote and share ideas for improvement of the support and operational function
  • Ensure capacity building of relevant staff in Country and Area Offices and transfer key skills
  • Advice and support line managers and staff on Risk and Compliance procedures, policies, and documents required
  • Prepare periodic related reports, advise on best practices, and suggest improvements
  • Promote data protection compliant practices at all stages of NRC Lebanon's work
  • Ensure that NRC’s related activities are implemented within NRC’s SIP (Safe and Inclusive Programming) guidelines and reports any breaches/concerns to the line manager and/or focal point for proper action.

Specifically you will;

  • Evaluate the soundness, adequacy, and effectiveness of current in country practices against NRC’s operational standards as expressed in the various policy documents, handbooks and other guidelines in the areas of programme, finance, HR, administration, logistics.
  • Monitor and prepare regular and ad-hoc reports (such as, SSD Tri-annual report and Tri annual KPI report, etc.) on compliance in the implementation of those policies and guidelines while focusing on corrective measures and solutions on a regular basis.
  • Provide support and guidance on project specific external and internal audits.
  • Conduct trainings on topics that include but are not limited to Anti-Corruption, Securing Supporting Documentation, and Data Protection and others.
  • As planned with the Compliance and Risk Coordinator, frequently travel in between NRC’s Area Offices and partners locations to conduct different compliance activities including but not limited to some regular such as spot checks and capacity building provision and following up on findings and recommendations.
  • Ensure Compliance with Donor specific rules and regulations through regular COTER checks throughout the project implementation period.

Professional competencies

  • Bachelor degree in Audit or other relevant field such as Finance, Economics, Public Administration, etc.
  • Minimum two years’ experience working in an auditor/compliance role, preferably within the humanitarian sector
  • Working experience with international donor guidelines is preferable
  • Proficiency in MS Office applications
  • Fluency in both Arabic and English, both spoken and written
