OBJECTIVES OF THE PROGRAMME

Located within the RDO, the mission of Compliance and Risk Management (CRM) is to systematically identify risks, and by topic area, maintain a risk register record, evaluate it according to its likely impact and probability and proactively have it managed by risk management owners. The CRM will seek to periodically review, assess and integrate internal control compliance into all policies and managerial decisions. The CRM will promote and uphold the highest organizational standards, codes of conduct and core values. The CRM will liaise independently with internal parties cross the different levels of the Organization, developing and presenting to the Regional Director its annual work plan of delivery of compliance and risk management across the Region.

DESCRIPTION OF DUTIES

1. Support the Regional Compliance and Risk Management Committee in organizing regular meetings, prepare related documentation and facilitate the coordination with other Country Office risk committee (LCRMC) and EMR risk committees.

2. Monitor the alignment of risk to operational planning exercise and various programs, brief the Output Delivery Teams (ODTs) regarding risk on their specific areas and contribute to annual reporting.

3. Review the risk appetite to each business area considering the risk policy and strategy ensuring that there are adequate corporate processes and systems for identifying and reporting risks and deficiencies, including emerging risks.

4. Review key risks identified across the region and the wider network, as per proposed deadlines. Consolidate and prepare periodic and annual risk management reports, including of risk and compliance related indicators.

5. Contribute to strengthen the risk management and compliance (including internal controls, anti-fraud/corruption controls) capability of the country offices in implementing a training program, in coordination with the office of CRE.

6. Work closely with budget centres and support internal capacity building for risk management and compliance, participate in the development of training tools in risk management and compliance applicable to different audiences and raising staff awareness.

7. Contribute to the annual Internal Control Framework (ICF) exercise and work closely with the WCOs on follow up and reporting of performance of the management KPIs.

8. Undertake post-facto review of expenditures and take part in operational review/assurance missions to Country Offices.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Business Administration, management, Finance or Social Science studies. Desirable: Risk management certification or related field is an asset.

Experience

Essential: At least one year of related experience at the national level in risk management, internal control, and compliance. Desirable: More than 5 years of experience at national/international level would be an asset. Work experience might include proven ability to managing risk processes: identification, assessment, mitigation, monitoring, and reporting requirements, and demonstrated abilities to manage alignment of risk management with planning and program monitoring processes in a public health or humanitarian international context. Proven knowledge of managing risk in complex and graded emergency context is an asset. Experience working in WHO, the UN and/or international organization or recognized humanitarian organizations at the regional/country level. Experience in collecting various approaches to data analysis of large datasets, including reporting data.

Skills

• Good knowledge of risk management principles and techniques preferably with UN and multinational organizations.

• Proven ability to introduce adjustments and recommend improvements to administrative procedures and risk management areas.

• Ability to clearly and articulately present concepts and procedures on a broad range of CRM issues.

• Knowledge of WHO or other UN agencies' governing mechanisms, procedures, planning and programme management.

Use of Language Skills

Essential: Expert knowledge of English and Arabic. Desirable: Intermediate knowledge of Other UN language.

REMUNERATION

Remuneration comprises an annual base salary starting at EGP 462,732 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
