This is a UNV National Youth contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Youth contracts.

Eligibility criteria

Candidate age: between 18 and 29 throughout the entire duration of their assignment. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Within the delegated authority and under the supervision of Ms. Maryam Onyinoyi Abdu or his/her designated mandated representative(s), the UNV Community Youth officer will:

  • Follow up on the village and district levels the roll-out of the Mother and Early Childhood Grant (MECG) pilot in Sanamxay District.
  • Bi-weekly visits to the district hospital and health centers to support the enrolment and registration processes.
  • Support the District level Program Implementation Unit (PIU) to generate and develop monthly progress report of the program.
  • Monitor and report bi-weekly on observations on the enrolment and registration of pregnant women and children at the district hospital and health centres.
  • Support the social welfare, health and Lao Women Union (LWU) units in the community to create awareness on the different component of the pilot.
  • Support District PIU to organize monthly visits to the target beneficiaries.
  • Capturing of human-interest stories in the course of their work in the community.
  • Any other related tasks as may be required or assigned by the supervisor.

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

Bachelor’s degree in a relevant area, e.g. social science, community Development, Development studies, public administration and any other Discipline relevant to the position.

Experience remark:

  1. Can be a fresh graduate or with up to 2 years of professional work experience at the national level in field operations, community mobilization or other relevant programmes; knowledge of social protection initiative is an asset;
  2. Good oral and written skills; drafting, formulation, reporting skills;
  3. Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  4. Experience of working in the government at the subnational level, UN or other international development organisation is an asset.

Language skills:

  • English(Mandatory), Level - Working Knowledge
  • Laotian(Mandatory), Level - Fluent

Area of expertise details:

  • Knowledge and understanding of emergency programming and UNICEF’s approach is desirable;
  • Fluency in Lao, both oral and written skills, and working knowledge in English is required;
  • Experience on community and field level engagement;
  • Solid overall computer literacy, including proficiency in various MS Office applications and email/internet; and online meeting and training platforms;
  • Self-motivated, ability to work with minimum supervision and ability to work with tight deadlines;
  • Have affinity with or interest in engaging communities, adolescents, women and children, volunteerism as a mechanism for durable development, and the UN System.
