Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofan's, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

How can you make a difference?

The consultant will develop and maintain sustained working relationship and liaison between the UNITAMS and UNICEF and other UN protection entities and mechanisms including UNHCR, which is the protection sector lead. While realizing this objective, the consultant will work closely with the State-level POC Committee and state authorities of West Darfur, native administration, Non-Violent Peace Force on all and other stakeholders involved in violence reduction matters related to civilian protection.

Scope of Work: Under UNITAMS Office of Support to Civilian Protection, the consultant will provide support to the State-level Protection of Civilian Committee (mechanism), local/community-based protection networks on conflict resolution and violence reduction aspects of the NPCP. In doing so, the consultant will provide guidance, advice and training to the State-level PoC Committee including developing initiatives to address violence in West, including supporting with the coordination in the implementation their workplans as well as assist in the evaluation of progress and suggest adjustments as needed. This support is expected to help the State-level mechanism and state government to effectively coordinate and monitor progress in the implementation of the NPCP as well as provide the UN with input and understanding of protection challenges facing West Darfur. The consultancy assignment will consist of the following key responsibilities:

Capacity development

  • Supports the State-level Protection of Civilian Committee in developing work plans and implementing violence reduction initiatives and activities, including a mediation and other conflict reduction initiatives or conference.
  • In consultation with relevant stakeholders, provides technical support and strengthen the capacity (capacity building) of the state level protection and violence reduction mechanisms in operationalizing of the National Plan for Civilian Protection.
  • Contributes to the substantive development and implementation of the CVR activities and programs.
  • Conducts analysis on various aspects of community violence including causes, actors, target group profiles, political factors, security, and other issues affecting peaceful co-existence, respect for human rights and protection of civilians.
  • Provides technical inputs to the planning, design, and implementation of protection of civilian initiatives, as well as technical advice and assistance to key parties to JPA, community protection and violence reduction mechanisms, youths, and women group.
  • Supports the development and maintenance of appropriate mechanisms and systems for tracking, monitoring and evaluation of key components of CVR-related programs; manages data collection and follow-up; identifies issues and prepares conclusions.

    Youth, Women, Peace and Security

  • Develops, implements, and supports local initiatives aimed and strengthening and increasing the role of women in violence reduction.

    Outreach and Facilitation and Coordination

  • Coordinates the mobilization of networks of local partners and communities (e.g. NGOs, community-based organizations, private sector enterprises and local communal authorities) in the five localities of Jebel Moon, Sirba, Krenek, Beida and Geneina and facilitates their participation in the planning and implementation of CVR programs and related activities.

  • Undertake assessment missions to locations and places of violence and hotspots areas for outreach and engagement and crossline activities Jebel Moon, Sirba, Krenek, Beida and Geneina localities, in coordination and collaboration with stakeholders.
  • Prepares various written outputs such as draft background papers, briefing notes, mission reports, analysis etc. on conflict and violence reduction.

Expected Deliverables

  • Progress Report
  • Number of initiatives to strengthen youth and women role in violence reduction.
  • State-level POC Committee Terms of Reference developed.
  • Workshop on conflict resolution and violence reduction mechanisms targeting state-level POC Committees, CSOs, local leaders including native administration, youth, and women.
  • State-wide conference on mediation as a prevention tool organized.
  • Products on causes of community violence, and profiles of actors/parties to violence especially in the five identified localities of West Darfur – Jebel Moon, Sirba, Krenek, Beida and Geneina.
  • # of community-based/local protection networks established.
  • # of coordination mechanisms for local communities for outreach, information sharing, established in the five localities – Jebel Moon, Sirba, Krenek, Beida and Geneina .
  • Mission reports, briefing notes and other reports on civilian protection, community violence as required.

To qualify as an advocate for every child you will have:

  • Education: Advanced university degree (Master’s degree or equivalent) in political science, social sciences, management, international economics, international relations, law, development, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

  • Knowledge/Expertise/Skills: A minimum of five years of progressively responsible experience in international affairs such as peacekeeping and peace-building operations or development programs, preferably with a specific focus on conflict management, disarmament, demobilization, reintegration, small arms control, conflict/post-conflict crisis management, economic recovery or related area is required.

Note that the eligible candidate is expected to bring his/her own working equipment including computer/laptop.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
