Job Overview:
Under the supervision of the Senior Protection Monitoring Officer, the individual will be responsible for visiting communities, collective centers, transit centers and other hubs, collecting protection-related data and information from displaced persons and other war affected communities in Kharkiv Ukraine, providing responsive information, and referring people with acute needs to further services. The Community Mobilizer will be based in Kharkiv and with daily trips to surrounding localities in Kharkiv oblast in conjunction with an integrated mobile protection team to ensure holistic service provision.
1. Major Responsibilities:
- Collect data and information through the IRC’s Protection Monitoring tools : individual interviews, key informants interviews, Focus Group Discussions, direct observation;
- Constantly update the service mapping in Kharkiv;
- Refer people in need of additional services to the relevant service providers in accordance with safe referrals procedures and principles. Ensure follow-up of referred cases and the update of the referral tracker;
- Provide responsive information services to populations affected by the conflict in Kharkiv, and collect data on information needs by filling the two-way communication tool;
- Identify collective centers, transit centers, volunteer hubs and other locations that are hosting displaced people and war-affected populations, as well as relevant stakeholders and authorities, and regularly update the internal online list of centers;
- Visit collective and transit centers, community centers, volunteer hubs and shelters, and identify protection issues at community level in aim to meet holistic protection needs in collaboration with other IRC service sectors;
- Raise PRs for material assistance (where it meets protection outcomes specifically) to support collective and transit centers, community centers, volunteers and shelters, with guidance and approval from the PRoL manager;
- Conduct awareness raising sessions and sensitize the populations on their rights and access to services, in collaboration with the Sr legal officer and Sr protection monitoring and information officer;
- Identify protection-related themes requiring the organization of awareness raising activities;
- Conduct surveys and assessments in the communities and provide feedback and suggestions for the development of the protection program, including Child Protection, Women’s Protection, Health and Economic Recovery and Development (Cash);
- Assists the Sr Officers and Manager in identifying, training and supporting volunteers, (Community Focal Points) for continued information collection, dissemination, and referrals;
- Conduct other protection needs assessments as necessary;
- Provide weekly reports on the progress of outreach activities.

Position reports to: Sr. Protection Monitoring Officer (Dnipro)
Direct reporting: N/A
Internal collaboration: PRoL Managers, Sr. Legal Officer, PRoL case workers, PRoL community mobilizers, WPE case workers, CP case workers, Field Coordinators, Operations teams (including procurement, finance, HR, security, and supply chain)

This position will be based in Kharkiv with travel to other IRC sites (primarily Dnipro) for monitoring and coordination purposes as necessary.
