BACKGROUND: The International Rescue Committee (IRC), one of the world’s largest humanitarian agencies, provides relief, rehabilitation, and post-conflict reconstruction support to people affected by natural disaster, oppression, and violent conflict in more than 40 countries. The IRC launched an emergency health response in Libya in September 2016 as the humanitarian situation in the country was deteriorating following the 2014 civil war. Since then, the IRC has broadened its portfolio with protection, health, and governance programs aiming to employ a holistic approach to meeting the needs of crisis affected and vulnerable communities to survive, recover, and gain control of their futures.

The scope of IRC Libya’s protection and empowerment programming includes Women’s Protection and Empowerment (WPE, which includes gender-based violence (GBV) prevention and response), child protection (CP), and Protection Rule of Law (PRoL, or broader humanitarian protection) for conflict-affected and other vulnerable women, girls, men, and boys. In the design and development of responsive, client-centered protection programming, the IRC works both directly and in partnership with local actors promoting women’s social and, increasingly, economic empowerment and an improved protection environment for conflict-affected and vulnerable women, girls, men, and boys. Through this work, the IRC has raised awareness among communities, provided training for service providers, and established spaces for a range of psychosocial support activities and access to case management for women, adolescent girls, and children in and around Tripoli and Misrata. The IRC aims to build on that foundation with additional, targeted support to local capacities and community-based mechanisms.

JOB OVERVIEW/SUMMARY: IRC Libya is seeking for a Community Liaison Assistant for the Signpost project that aims at providing contextualized timely, accurate and reliable information to migrants, asylum seekers and refugees in Libya and empowering them to make informed decisions on issues that matter most to them. Signpost is an innovative digital initiative providing a platform to reach refugees, asylum seekers and crisis-affected communities with accessible information. Under the direct supervision of the Service Mapping Officer, the Community Liaison Assistant will work in collaboration with the PROL team to lead the role of monitoring and assessing the information needs of the migrants, asylum seekers and refugees’ communities in the Signpost project locations. In addition, He/ She will be conducting awareness raising sessions and other community engagement related activities. The Community Liaison Assistant will be the IRC’s focal point in the establishment and maintaining strong coordination ties with the target communities.

KEY RESPONSIBILITIES: ●Participate in data collection and assessment such as community information needs assessment including identification of beneficiaries in need of assistance. ●Analyze and share results of the needs assessment. ●Be the link between IRC Protection staff and the target communities. ●Establish, oversee and manage community feedback mechanisms in target locations. ●Hold community meetings with key stakeholders to identify community needs and concerns. ●Support the development tools such as new service entry form and service entry update templates. ●In collaboration with the Signpost team, identify service providers through field visits, information from field staff, coordination meetings, working groups, desk research, social media, referral pathways and user surveys/FGDs among others. ●In coordination with the Signpost team, develop and deliver information dissemination and awareness raising session material based on the needs assessment. ●Conduct regular field visits when feasible to verify services offered and capture any access barriers. ●Work closely with Signpost Social Media officers who are in direct touch with users to verify service information. ●Establish good working relationships with relevant stakeholders such as camp officials, local community leaders, traditional leaders etc. ●Liaise with authorities at the Signpost project locations. ●Keep record of all community engagement activities implemented and relevant stakeholders in target communities. ●Ensure timely preparation of monthly work plans as well as preparation and submission of weekly and monthly reports. ●Perform any other duties as may be required by the Supervisor.

Qualifications

Job Requirements: Education: University degree or Diploma in Information, communication Technology Training in psychology, social sciences, social work and education Work Experience: Minimum 1 years’ Humanitarian experience with a CSO, NGO, or UN is preferred.

Demonstrated Skills and Competencies: Experience working with refugees, migrants or displaced people in a voluntary or professional capacity. Strong computer proficiency and well acquainted with basic software tools - can navigate autonomously in Windows, Android, Skype, Microsoft Suite and Google docs. Knowledge of social media platforms and cultural use of these platforms. Excellent communication and writing skills. An understanding of the power and importance of accurate information and the ability to exercise strong judgement in ensuring all answers are accurate. An excellent level of English An understanding of the subtlety of language and an ability to apply communication guidelines in written responses. Respect for people of all walks of life. A team player

Language Skills: Advanced English and Arabic language skills, oral and written.
