Improving the Rule of Law and Access to Justice for All Project aims to strengthen the national rule of law system to better serve the most vulnerable communities and foster crisis prevention, social coherence and socio-economic resilience in Georgia. The initiative proposed by the United Nations Development Programme (UNDP) will be implemented in partnership with the UN High Commissioner for Refugees (UNHCR) and in coordination with the German Embassy in Tbilisi. The initiative will focus on improving access, accountability, and transparency of the justice system with special emphasis on inclusivity and gender equality. The initiative will also focus on crisis management through the social and economic resilience of local communities, including refugees with a special focus on Ukrainian nationals residing in Georgia.

The project has three objectives:

Objective 1: Capacities of the national rule of law institutions strengthened to deliver accountable, effective and equitable justice services for all.

Objective 2: Measures in place and implemented in the national rule of law system for the crisis management and socio-economic resilience of the most vulnerable groups, including Ukrainian nationals residing in Georgia.

Objective 3: Regional cooperation strengthened to share experience on the rule of law and transitional justice in post-conflict societies in Armenia, Georgia, Moldova, and Ukraine

The project contributes to Outcome 1 of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021-2025.

Outcome 1: By 2025, all people in Georgia enjoy improved good governance, more open, resilient and accountable institutions, rule of law, equal access to justice, human rights, and increased representation and participation of women in decision-making.

The Community Engagement Specialist is expected to support activities related to socio-economic resilience with a focus on the Ukrainian community in Georgia.

Community Engagement and Project management support:

  • Support the implementation of project activities on crisis prevention, social coherence, and socio-economic resilience including in partnership with governmental and non-governmental partners
  • Enhance the Project’s ability to effectively engage with the Ukrainian community in Georgia in a participative and inclusive manner, including by designing community-based activities -Support results-based project design and delivery by providing policy and advisory input on crisis prevention, social coherence, and socio-economic resilience
  • Contribute to the project’s knowledge management, strategic communications, visibility and partnership development efforts -Support the production of timely and high-quality reporting against work plans and agreed on objectives -In partnership with the Monitoring and Implementation Officer contribute to the design and operation of the monitoring and evaluation system
  • Articulate and provide support for other project activities to ensure the consistency of the project implementation

Perform other duties assigned by the Project Manager, including:

  • Support general coordination of the project as required in specific cases

The UN Volunteer will be based in Tbilisi with possible travel to regions. Tbilisi has a population of around 1.06 million (total population in Georgia being around 3.7 million). 60 percent of the population residing in urban settings, including Tbilisi. The official language is Georgian, although there are some other languages spoken by various ethnic groups. English is spoken by many in the Tbilisi-area, and most of relevant contacts in government positions and civil society. However, Russian is also useful, especially with the older generation, population outside the capital and in normal interaction with taxi drivers, shopkeepers, etc. Houses or apartments are available for rent. Living conditions are considered quite good and improving rapidly. There are good hotels and restaurants which offer various types of food and large international supermarket chains which offer most things needed by internationals living in Tbilisi.
