Danish Refugee Council (DRC) is an international non-governmental organization, which has been operating in Ukraine for more than 10 years with emergency and durable solution interventions for assisting IDPs, returnees, Host communities, and conflict-affected populations. With the outbreak of the conflict in February 2022, DRC has shifted its programming to emergency response to meet the urgent needs of conflict-affected population in the country. Current DRC programming is focusing on protection activities such as protection monitoring, information dissemination, individual protection assistance, and legal aid. DRC is also planning to add to the ongoing emergency protection response activities such as GBV prevention and response, psychosocial support (PSS), and community-based protection. In addition to protection programming, DRC is currently implementing multipurpose cash assistance (MPCA), NFI and food distributions, shelter & WASH interventions, and economic recovery, humanitarian demining and explosive ordnance risk education. The organization counts with 6 offices in the country.

Overall purpose of the role:

  • Ensure the quality of the planning, implementation and follow up of all technical aspects of the sector activities being implemented by DRC Contribute towards enhancing DRC’s capacity to carry on evidence-based advocacy;
  • Develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities;
  • Ensure through community-based protection response identification of protection gaps through consultation and strengthening of local resources and capacities.

Main responsibilities:

Programming and operations:

  • In close coordination with the Protection manager, Team leader and Protection team, ensure efficient and effective program implementation, while following the budget and work plan;
  • By engaging with communities, Community-Based Protection Officer will support the communities to increase their own capacities for identifying and addressing protection concerns, as well as to mitigate protection risks while enhancing their sense of ownership;
  • Community-Based Protection Officer will identify and train community members, as well as relevant community based organizations/associations on: Identification of protection risks, Psychological First Aid (PFA), Safe referral pathways and Community support structures;

  • Community-Based Protection Officer will support Team Leader in compiling regular reports to provide information on activities conducted and topics discussed;

  • Maintain effective working relationships with all relevant stakeholders;
  • Develop/contribute to developing and continuously updating a service mapping system detailing available services and assistance in our areas of operation and ensuring follow-up of referrals in a timely manner;
  • Support protection teams efficiently and confidentially referring cases;
  • Ensure that materials and facilities are fully functioning and ready to provide activities (logistically, capacity).

Logistics/ Finance:

  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up;
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas;
  • Initiate procurements and ensure their execution;
  • Ensure distribution plans are prepared and shared with logistics in a timely manner.
  • Any other functions to be assigned by the Legal Team leader,
  • Comply with all relevant DRC policies and procedures,
  • Understand and ensure the observance of the DRC Code of Conduct.

About you

We expect you to have minimum 2 years of proven protection experience, preferably in the field of humanitarian response for an INGO. Bachelor degree Social and Human Sciences.

Required experience and competencies

  • Desirable practical experience in sector area working for an INGO;
  • Field experience;
  • Strong understanding of protection issues including child protection and gender-based violence;
  • Ability to discuss sensitive issues with respect and empathy including ability to provide basic Psychological First Aid services;
  • Excellent skill in MS Word, Excel, and PowerPoint;
  • Commitment to learning and implementing organizational policies and procedures;
  • Full professional proficiency Russian and Ukrainian;
  • Conversational written and spoken English is strongly preferred but not mandatory

We offer:

  • Contract length: 3 month contract with possibility of extension based on available funding.
  • Start date: As soon as possible
  • Level: H non-Manager
  • Designation of Duty Station: (Lviv)
  • Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National Staff.
